The notable content mentioned in this Draft Law amending the Law on Public Officials and the Law on Civil Servants is being put out for public comments and is expected to come into effect in 2020.
In Clause 10, Article 1 of the Draft Amendment and Supplementation of Article 56 Law on Cadres and Civil Servants 2008, it is stipulated that the content for evaluating civil servants includes:
- Adherence to the guidelines, policies of the Communist Party and laws of the State, regulations of agencies, organizations, units;
- Political qualities, ethics, lifestyle, manners, and working styles;
- Competence, professional qualifications, and expertise;
- Results of task performance according to the provisions of the law, according to the set plans or assigned specific tasks; the progress and quality of task performance. The evaluation of task performance results must be linked to the job position and reflected through specific tasks and products.
- Spirit of responsibility and coordination in task performance.
Therefore, for the evaluation of the work quality of civil servants to become clear, accurate, and equitable, their task performance results must be reflected through specific products.
In addition to the evaluation contents mentioned above, the Draft also stipulates that for positions that interact with people and enterprises, civil servants must be evaluated based on their attitudes towards the service of the people and enterprises.
Refer to other regulations at the Draft Law amending the Law on Cadres and Civil Servants and the Law on Public Employees, expected to take effect from January 1, 2020.
