University Degree Requirements for Officials in Wards and Commune-level Towns

This is a notable content stipulated in the Draft Circular guiding some regulations regarding commune-level officials and part-time workers at commune-level, villages, and residential groups.

To be specific, this draft stipulates that the educational qualification requirement for officials at ward and commune-level town positions is to possess a university degree or higher in a training field relevant to the job requirements of the official position undertaken.

In addition to the aforementioned condition, officials at the ward and commune-level town must also meet other conditions such as:

- Being 18 years of age or older;

- Graduating from high school or equivalent;

- Possessing an IT proficiency certificate in accordance with the IT skill standards stipulated in Circular 03/2014/TT-BTTTT;

- If the working area requires the use of a minority language in public service activities, they must be fluent in the relevant minority language of that working area. If they do not know the minority language at the time of recruitment, they must complete a suitable minority language course within 12 months after recruitment;

- Within 36 months after recruitment, they must complete a training course on State administrative management and a political theory training course.
