This is the new regulation mentioned in the Draft Circular guiding certain regulations on commune-level officials and non-specialized personnel at commune, village, and neighborhood levels.
Draft Circular guiding some regulations on commune-level officials
This draft stipulates 4 positions of commune-level officials to be assigned to 2 persons, including:
- Culture - social affairs;- Land administration - construction - urban development and environment (for wards, commune-level towns) or Land administration - agriculture - construction and environment (for communes);- Justice - civil status;- Office administration - statistics.
In case 2 persons are assigned to the above positions, the total number of officials must be ensured to be equal to or lower than the number specified in Clause 1, Article 4 Decree 92/2009/ND-CP as amended and supplemented in Clause 1, Article 2 Decree 34/2019/ND-CP, specifically:
"Article 4. Number of commune-level officials
1. The number of commune-level officials is arranged according to the classification decision of the administrative units of communes, wards, and commune-level towns, specifically as follows:
a) Class 1: Maximum 23 persons;
b) Class 2: Maximum 21 persons;
c) Class 3: Maximum 19 persons.”
The Draft Circular guiding some regulations on commune-level officials is expected to take effect in 2019.
