Supplementing Bonuses in the Salary Structure for Officials and Public Employees from 2021

Resolution 27/NQ-TW on the reform of salary policies for officials and public employees, armed forces, and workers in enterprises comes into effect on May 21, 2018.

From 2021, new salary policies will be uniformly applied to officials and public employees, armed forces across the entire political system. To achieve this goal, one of the important reform contents is implementing the design of a new salary structure for officials and public employees and armed forces (public sector) including:

- Basic salary (accounting for about 70% of the total salary fund);

- Allowances (accounting for about 30% of the total salary fund).

At the same time, a bonus is added to the salary structure for officials and public employees (the bonus fund accounts for about 10% of the total annual salary fund, excluding allowances).

According to this Resolution, a new salary table system will be developed and issued based on job positions, titles, and leadership positions to replace the current salary table system; transition from the old salary scale to the new one, ensuring that the new salary is not lower than the current salary.

Additionally, the Resolution specifies that those performing supporting and service tasks (requiring education below the intermediate level) will no longer apply the salary table for officials and public employees as currently regulated but will instead implement uniform labor contract policies according to the Labor Code.
