1. Who is the bank controller?

According to Clause 1, Article 6 of Circular 14/2022/TT-NHNN, bank controller is a civil servant with basic professional qualifications on internal control, internal audit, is responsible for researching, developing and organizing the implementation of internal control and internal audit tasks of the State Bank.

2. Standards for the rank of Bank Controller in Vietnam

2.1. General standards regarding quality

Specifically, in Article 3 of Circular 14/2022/TT-NHNN, the general standards for the quality of the rank of bank controller as follows:

- Having strong political will, consistent with Marxism - Leninism, and Ho Chi Minh ideology; firmly grasping the guidelines, lines, and regulations of the Party, policies and laws of the State; loyalty to the Fatherland; protecting the interests of the State and the people.

- Fully fulfilling the obligations of civil servants in accordance with the law; seriously complying with the assignment of tasks by superiors; obeying the law; maintaining discipline and administrative order; and demonstrating exemplary implementation of the agency's rules and regulations.

- Dedication, responsibility, integrity, honesty, objectivity, fairness, and exemplary behavior in performing official duties; politeness, culture, and standards in communicating and serving the people.

- Having a healthy, modest, and united lifestyle and activities; need, thrift, integrity, righteousness, justice, and impartiality; not taking advantage of public affairs to seek personal benefits; no bureaucracy, corruption, wastefulness, or negativity.

- Regularly have a sense of learning and training to improve political qualities, lifestyle ethics, public service ethics, qualifications, and capacity.

2.2. Standards of professional competence

Standards on the professional and professional capacity of the rank of bank controller are specified in Clause 3, Article 6 of Circular 14/2022/TT-NHNN, specifically as follows:

- Firmly grasping the Party's guidelines and policies, laws on industries and fields of work, management objectives and objects, a system of principles, and professional management mechanisms within the scope of work;

- Having basic knowledge about the functions and tasks of the State Bank and the operations of the State Bank;

- Understanding the contents and procedures of the State Bank's auditing and control operations; analyzing, synthesizing, and evaluating all aspects of professional activities in a unit of the State Bank;

- Able to participate in formulating and guiding the implementation of regimes, policies and regulations on control and audit of the State Bank; capable of participating in research for management and processing of management information;

- Ability to independently organize work or coordinate with related organizations and individuals to perform assigned tasks; skills in drafting documents and presenting issues assigned to advise and propose;

- Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.

2.3. Standards of training and retraining

To achieve the rank of bank controller, an individual must meet the following training and retraining standards:

- Having a university degree or higher with a major or major: economics, finance, banking, accounting, auditing, information technology, construction, law;

- Having a certificate of state management knowledge and skills training for public servants of the specialist rank (or equivalent).

3. Tasks of the rank of Bank Controller in Vietnam

According to Clause 2, Article 6 of Circular 14/2022/TT-NHNN, a bank controller has the following duties:

- Developing or participating in the formulation of mechanisms, regulations, and plans on control and audit of the State Bank in accordance with the provisions of law;

- Directly performing control and audit operations within the assigned scope; propose and propose remedial measures, handle shortcomings and violations at the controlled and audited units and take responsibility before the Head of the unit and the law for their recommendations and proposals. ;

- Summarizing, evaluating, and drawing experience in controlling and auditing activities of the State Bank within the scope of assigned tasks to ensure that the organization implements strict and effective control and audit of the State Bank's operations; on that basis, to propose and propose to supplement and amend the regime and professional process of control and audit of the State Bank;

- Monitoring, summarizing, and reporting the results of control and audit, and at the same time proposing measures to increase the effectiveness and efficiency of the control and audit work.
