On May 14, 2024, the Central Executive Committee issued Decision 147-QD/TW on Model working regulations of upper-grassroots-level Standing Committee of Party Committee of state-owned enterprises in Vietnam.

Tasks and powers of the upper-grassroots-level Standing Committee of Party Committee regarding state-owned enterprises in Vietnam

The Central Executive Committee issues the Model Working Regulations of the upper-grassroots-level Standing Committee of Party Committee of state-owned enterprises in Vietnam. In this regard, the tasks and powers of the Standing Committee of Party Committee of [enterprise name] are as follows:

(1) Decision-making: summon the party committee conference; direct the preparation of all reports, proposals, draft resolutions, and conclusions to be presented at the party committee conference.

(2) Leadership and direction: organize and implement the resolutions of the party congress, directives, resolutions, and conclusions of the Central Committee and higher-level party committees; periodically review and evaluate the implementation.

(3) Specific leadership and organization: Implement the party's principles, resolutions, and regulations regarding party building, enterprise development, political and social organizations, and organizational work and personnel management within the enterprise.

- Provide leadership and direction for political and ideological work; safeguard the party's viewpoints, principles, and ideological foundations; implement the responsibilities of setting an example for officials and party members, especially for leaders and managers; build, strengthen, and improve the quality of party organizations and members; the quality of party activities; self-criticism and criticism, suggestions for examination and guidance on annual quality assessment of collectives and individuals; carry out internal political protection work, inspection, supervision, and disciplinary work of the party; anti-corruption and negative practices according to regulations; lead and carry out party membership admission, recognition of official party members.

- Direct and organize mass work and implement democratic regulations at the grassroots level; provide guidance on important content; and enhance the effectiveness of political and social organizations' activities. Lead and direct the preparation and organization of congresses of political and social organizations; provide opinions on personnel plans; and recommend personnel for leadership positions under the management of the grassroots party executive committee for political and social organizations and social and professional associations as stipulated.

- Based on regulations and guidance from higher-level authorities, specify and issue regulations on the functions, tasks, powers, and working relationships of advisory bodies, assisting the party committee.

- Lead and direct the rearrangement, innovation, restructuring, and completion of the enterprise's organizational structure. Determine the establishment, merger, consolidation, division, and dissolution of member units, branches, units, and organizations under the enterprise; the board of members/board of directors, general director; and manage staffing and policies for officers and employees in the enterprise.

- Issue regulations, specific provisions, and organize the implementation of regulations on: personnel management hierarchy; personnel evaluation; planning, training, and fostering officials; regulations, procedures for recruitment, assignment, appointment, re-appointment, recommendation for election, re-election, assignment, transfer, rotation, delegation, removal from office, temporary suspension, suspension from office, resignation, dismissal of officials; rewards, discipline for officials; implementation of personnel policies; inspection, supervision, control of power in personnel work; resolution of complaints and denunciations regarding personnel work and officials in the enterprise.

- Determine the assignment of tasks for members of the party executive committee, members of the standing party committee, and arrange specialized personnel for party work; decide on the program and work plan of the party executive committee. Provide opinions on the content of documents, approve personnel plans, and guide the organization of congresses of subordinate party organizations. Approve the election results or appoint the party committee and leadership positions of subordinate party committees; approve the inspection commission, chairman of the inspection commission of subordinate party committees.

- Decide on the evaluation, assessment, planning, training, fostering, utilization, appointment, reappointment, recommendation for election, removal, transfer, rewards, discipline for officials, and implementation of personnel policies according to the management hierarchy (the party committee specifically specifies the list of leadership positions under the jurisdiction of the standing party committee in the regulations on personnel management hierarchy).

- Lead and direct the vote of confidence for leadership positions in the enterprise as stipulated.

- Provide opinions on the commendation of organizations and individuals in the enterprise when proposing state-level commendations, receiving medals, honors, titles, etc., awarded by foreign countries, international organizations according to the regulations of the Party and the State. Decide on the commendation of party organizations, party members as prescribed.

- Propose to higher-level authorities matters concerning organization, personnel, and party members within the enterprise that fall within the jurisdiction of higher-level authorities.

(4) The leadership of the enterprise carries out political tasks according to their functions and responsibilities; provides opinions on important issues of the enterprise before they are implemented by the board of members/board of directors, and the general director within their authority.

- Lead and direct the construction and implementation of long-term and mid-term development strategies, annual production and business plans of the enterprise; plans for restructuring, innovation, and reorganization of the enterprise; equitization and divestment of state investment in the enterprise; scientific and technological innovation; human resource development; labor policies and regimes; environmental protection, and tasks related to the state.

- Provide specific guidance and implementation of the Party's and Government's policies in carrying out the tasks and powers of the enterprise. Issue conclusions or provide guidance and orientation on major projects, initiatives, and sensitive issues related to the enterprise's political tasks (specifically specified by the party executive committee to be appropriate).

- Provide opinions or make decisions on the implementation measures, organization, and implementation of major issues, mechanisms, policies, programs, initiatives, and projects related to investment, construction, research, survey, production development, business, services, foreign affairs, etc. of the enterprise according to the hierarchical structure (including major adjustments and changes compared to the approved content); regularly inspect and supervise the implementation.

- When necessary or upon the request of the board of members/board of directors and the general director, the executive committee examines, provides opinions, and provides guidance on the implementation of the enterprise's important tasks.

- Lead and direct subordinate party organizations, officials, party members, and employees to follow the Party committee's resolutions, decisions, and conclusions; carry out the enterprise's political tasks and production and business tasks effectively.

(5) Decide or provide guidance, orientation, and measures to carry out the enterprise's tasks in defense, security, and foreign affairs. Lead and direct the timely and effective resolution of complex issues in the enterprise, especially sudden situations related to political security, public order, and social safety...

(6) Direct and implement the management and use of party finances in accordance with the regulations.

(7) Report to the party executive committee on the results of work between the two sessions of the party executive committee at the nearest meeting or as requested by the party executive committee.

(8) Make decisions on other important issues proposed by the higher-level party committee and subordinate party organizations.

(9) In addition to the tasks and powers specified in these Regulations, the party executive committee shall carry out other tasks and powers as stipulated in the documents of the Party, the State, and the party executive committee.
