The Central Executive Committee issued Conclusion 40-KL/TW in 2022 on improving the efficiency of payroll management in the political system in the period 2022–2026,

Consider the proposal of the Steering Committee to implement unified payroll management of the political system on the payroll management of cadres, civil servants, and public employees of the political system in the period 2016–2021 and proposed staffing for the period 2022–2026. The Politburo concluded as follows:

- Continue to promote staff streamlining according to the Resolution of the 13th Party Congress. In the period 2021–2026, the entire political system will streamline at least 5% of the payroll of cadres and civil servants and at least 10% of the payroll of civil servants receiving salaries from the state budget. For agencies, organizations, localities, and units that have not yet reduced their payroll by 10% in the period 2016–2021, they must simultaneously implement the goal of streamlining payrolls for the period 2022–2026 and continue to implement the goal of streamlining payrolls for the period 2016–2021 in places that exceed the target for the 2016–2021 period; the excess will be included in the performance results for the 2022–2026 period.

In the immediate future, keep the number of assigned local union payrolls stable, in excess of the assigned payrolls. The Central Organizing Committee presides over and coordinates with the Vietnam General Confederation of Labor and relevant party committees and organizations to conduct an inspection, summary, and overall assessment of the management and assignment of union payrolls. This serves as a basis for advising and guiding the assignment of payrolls to provincial and district-level labor union agencies. After there are instructions for assigning payroll to provincial and district-level labor union agencies, the standing committee of the provincial and city Party Committee shall assign union payroll according to regulations out of the total assigned payroll.

- The assigned payroll for the period 2022–2026 does not include contract workers. Agencies, organizations, and units decide for themselves the use of labor contracts and pay salaries and allowances to contract workers according to regulations from the agency's and unit's regular spending budget.

- The Politburo authorizes the Steering Committee to consider and decide on the use of reserve payroll when necessary (reserve payroll is about 0.5% of total payroll). The Central Organizing Committee, National Assembly Party Committee, Government Party Committee, Office of the President, Central Military Commission, Central Public Security Party Committee, Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy, and the Party Committee of the State Audit manage the payroll of agencies, organizations, localities, and affiliated units according to their authority.

Agencies and organizations assigned the authority to manage payrolls are responsible for leading, directing, and coordinating the implementation of policies and decisions of the Politburo and exercising the authority to assign and manage payrolls according to regulations; inspecting and supervising the management and use of payroll by agencies, organizations, localities, and units under its authority.

- Party committees and organizations under the Central Government are responsible for leading, directing, and organizing the serious and effective implementation of the Party's policies and regulations and the State's laws on management and use of payroll in localities, agencies, and units; directly manage assigned payroll; lead, direct, and deploy payroll assignments to agencies, organizations, localities, and affiliated units to ensure strictness, efficiency, and compliance with regulations.

- The National Assembly Party Committee and the Government Party Committee lead and direct the review, supplementation, and amendment of relevant legal documents, ensuring uniformity consistent with the Party's policies and regulations on payroll management.

- The Central Organizing Committee completes the list of job positions in the political system; assists the Politburo, the Secretariat, and the Steering Committee in guiding, inspecting, and urging the implementation of payroll management; and, periodically or when necessary, reports to the Politburo and Steering Committee.
