In order to improve the quality of the team of commune-level officials, the Ministry of Home Affairs is drafting a proposal with regulations to replace all commune-level officials who do not meet the conditions.
This content is mentioned in the Draft Circular guiding several regulations regarding commune-level officials and part-time workers at commune, hamlet, and residential group levels (Draft No. 1).
The Draft Circular clearly states that officials who do not meet the conditions and standards as stipulated in Circular 06/2012/TT-BNV must be replaced by those who do meet the conditions and standards set forth in Article 1 of the Draft Circular.
Article 1 of the Draft Circular specifies the standards for commune-level officials, notably that the professional qualifications have been elevated. Specifically, ward, commune-level town officials must have graduated from university or higher, and commune officials must have graduated from professional college or higher. The remaining standards are similar to those in Circular 06/2012/TT-BNV. This review and replacement process must be completed in 2019.
Additionally, the arrangement of the number of officials and part-time workers at the commune level will be implemented from June 25, 2019. If the number of arranged personnel exceeds the regulated number, the Provincial People's Committee must establish a roadmap to ensure that by December 31, 2019, the number of commune-level officials and part-time workers is equal to or less than the regulation stipulated in Article 4 of Decree 92/2009/ND-CP, as amended by Clause 1, Article 2 of Decree 34/2019/ND-CP, and in Article 13 of Decree 92/2009/ND-CP, as amended by Clause 4, Article 2 of Decree 34/2019/ND-CP.
