To become a communist party member, it is necessary not only to prepare work capacity and spirit but also the documents for admission to the Communist Party of Vietnam according to the correct procedures. Below are the documents for admission to the Communist Party of Vietnam to be prepared by communist party members.

According to Section 1, Part II of Guideline 09-HD/BTCTW of the Organization Committee of the Central Executive Committee guiding the professional work of Communist party members in Vietnam, the dossiers for Communist party members are specified as follows:
Upon consideration for admission to the Communist Party of Vietnam
Communist party members, when considered for admission to the Communist Party of Vietnam, must fully prepare the following documents:
- Certificate of having attended a training class on awareness of the Communist Party of Vietnam;
- Application form for admission to the Communist Party of Vietnam;
- Personal resume of the applicant and attached verification documents;
- Recommendation letter from an official communist party member assigned to assist;
- Resolution introducing the elite member to the Communist Party of Vietnam from the Ho Chi Minh Communist Youth Union or the internal trade union (if any);
- Compilation of comments from socio-political organizations where the applicant for Communist party membership engages and the Party cell where they reside.
After the cell party evaluates and agrees to admit to the Communist Party of Vietnam
Communist party members must prepare the documents after the cell party evaluates and agrees to admit to the Communist Party of Vietnam, including:
- Resolution evaluating and proposing the admission of Communist party members from the cell party;
- Evaluation report from the CPV committee at the segment level (if any);
- Resolution evaluating and proposing the admission of Communist party members from the grassroots CPV committee;
- Decision to admit Communist party members from the competent level committee;
- Personal resume of the Communist party member;- Communist party member card.
After being officially admitted to the Communist Party of Vietnam
Officially admitted communist party members must have additional documents as follows:
- Certificate of having attended a training course for new Communist party members;
- Self-criticism document from the reserve communist party member;
- Evaluation document on the reserve communist party member from the official communist party member assigned to assist;
- Compilation of comments from socio-political organizations where the reserve communist party member engages and the Party cell (or cell party) where they reside;
- Resolution evaluating and proposing official recognition of Communist party members from the cell party;
- Evaluation report from the CPV committee at the segment level (if any);
- Resolution evaluating and proposing official recognition of Communist party members from the grassroots CPV committee;
- Decision to officially recognize Communist party members and issue party membership cards, and awarding the Communist Party badge from the competent level committee;
- Annual additions of Communist party member documents;
- Investigation and conclusion documents on the background of the Communist party member (if any);
- Decisions from the competent authorities regarding mobilization, appointment, retirement, loss of work capacity, change of sector, reinstatement, discharge, discipline, reward; copies of diplomas and certificates in specialization, political theory, foreign languages, information technology, etc.;
- System of recommendation letters for Party activities from joining the Communist Party of Vietnam;
- Annual self-criticism documents (for the last 5 years) and when transferring party activities from the Communist party member.
In addition to the above documents, other accompanying documents in the Communist party member's dossier are for reference.
Note: The documents in the communist party member's dossier (except the Communist party membership card managed according to separate regulations) are listed in the document inventory and arranged in the above order, placed in a dossier jacket for management; the document inventory in the Communist party member's dossier must be checked, confirmed, signed, and sealed by the party committee managing the Communist party member's dossier.
Regarding the supplementation and completion of Communist party member documents
Article 8 of Guideline 01-HD/TW regulates the supplementation and completion of Communist party member documents as follows:
- For Communist party members admitted from the implementation of Regulation 29-QD/TW, June 2, 1997, of the Politburo Session VIII to present, the Communist party member's dossier must have all documents required upon admission to the Communist Party of Vietnam and when officially recognized as stipulated.
- For Communist party members admitted before Regulation 29-QD/TW, June 2, 1997, of the Politburo Session VIII, the committees tasked with managing Communist party member dossiers must check, gather, and supplement missing documents in the Communist party member's dossier to complete the dossier and manage it according to regulations.
If documents have been gathered and collected but still do not meet the requirements of the Communist party member's dossier, the committee managing the dossier must confirm, sign, and seal the existing document list in the Communist party member's dossier, serving as a basis for managing and officially transferring the Communist party membership.
Note: Communist party members are responsible for fully, clearly, accurately, and truthfully filling out their background information and membership card according to regulations. Annually or when transferring official communist party membership, they must complete changes in their information in the supplemental form, report to the Party cell and committee. At the same time, they must carefully maintain their transfer dossier, avoiding damage or allowing others to borrow; if lost or damaged, they must report the reason to the committee or local authority (such as the police) where the dossier was lost or damaged to be considered for re-issuance.
In the case of recognizing reserve communist party members as official communist party members
According to Article 4 of Guideline 01-HD/TW of the Central Executive Committee on specific issues implementing the Charter of the Communist Party of Vietnam, the documents for recognizing reserve communist party members as official (including re-admission) include:
- Certificate of having attended a training course for new communist party members;
- Self-criticism document from the reserve communist party member;
- Evaluation document on the reserve communist party member from the official communist party member assigned to assist;
- Evaluation document from the socio-political organization at the workplace and the Party cell where they reside;
- Resolution of the cell party, grassroots CPV committee evaluating the admission of the person into the Communist Party of Vietnam;
- Decision to recognize the official communist party member from the competent level committee.
In case of transferring official party activities (removal from the Party cell)
According to Section 3, Part II of Guideline 09-HD/BTCTW on transferring official party activities within the country, communist party members use a recommendation letter for official party activities (with 10 sections, green patterned, marked with the specific symbol of each provincial Party cell and the equivalent), commonly known as the "10-section engagement recommendation letter." Accompanying documents when transferring official Party activities include:
- Communist party member card (when transfer of official party activities out of the district-level Party cell and equivalent);
- Communist party membership card;
- Communist party member dossier;
- Self-criticism document of the Communist party member, with comments from the Party cell and grassroots CPV committee introducing the transfer of official party activities.
