1. Principles of salary ranking for public employees specialized in road project management
The principles of salary ranking for public employees specialized in road project management are specified in Article 8 of Circular 46/2022/TT-BGTVT as follows:
- The appointment, salary arrangement of professional titles of public employees specializing in road project management must be based on the job position, responsibilities, expertise, and profession they are undertaking and fully satisfy the standards specified in this Circular.
- When transferring to a professional title, a public employee specializing in road project management may not combine salary increases or promotions to public employee professional titles.
2. Guidelines for salary ranking of public employees specializing in road project management in Vietnam
According to Clause 2, Article 9 of Circular 46/2022/TT-BGTVT, professional titles of public employees specialized in road project management are entitled to the application of the professional salary table for officials and public employees in public non-business units (Table 3) promulgated together with Decree 204/2004/ND-CP, as follows:
- The professional title of Class I public employees specializing in road project management is entitled to the salary coefficient of the A3 and Group 1 (A3.1) public employees, from the salary coefficient 6.20 to the salary coefficient 8.00;
- The professional title of Class II public employees specializing in road project management is entitled the salary coefficient of the A2 and Group 1 (A2.1) public employees from the salary coefficient 4.40 to the salary coefficient 6.78;
- The professional title of Class III public employees specializing in road project management is entitled the salary coefficient of the A1 public employee from the salary coefficient 2.34 to the salary coefficient 4.98;
- The professional title of Class IV public employees specializing in road project management is entitled to the salary coefficient of grade A0 public employees, which ranges from 2.10 to 4.89.

3.1. Standards for class I public employees specializing in road project management in Vietnam
Standards of training and retraining qualifications:
+ Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Having a certificate of training according to the standards of professional titles for public employees specializing in road project management.
- Standards of professional and professional competence:
+ Firmly grasping the viewpoints, guidelines, and lines of the Party, policies and laws of the State and orientations and strategies of the industry and field; mastering the professional knowledge and expertise in road project management activities of the branch or field;
+ Grasping the situation and development trend of the road industry and field in the country and the world; having in-depth knowledge of road project management; having the ability to apply and deploy technology within the scope of their assigned work;
+ Ability to research and develop schemes, projects, and action programs; capacity to advise on strategic planning, planning, plans and policies associated with professional expertise in road project management;
+ Ability to organize the performance of assigned tasks; capable of analyzing and synthesizing practical problems, proposing solutions to improve policies and laws specialized in road project management;
+ Having skills in drafting, presenting, developing, and implementing projects, schemes, and programs related to road project management activities;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.
3.2. Standards for Class II public employees specializing in road project management
Standards of training and retraining qualifications:
+ Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Having a certificate of training according to the standards of professional titles for public employees specializing in road project management.
- Standards of professional and professional competence:
+ Firmly grasping the viewpoints, guidelines, and lines of the Party, policies, and laws of the State; mastering the professional knowledge and expertise in road project management activities of the branch or field;
+ Understanding the situation and development trend of the industry and field of work in the country and the world; have in-depth knowledge of road project management; have knowledge and experience in technology development, application, and deployment within the scope of work;
+ Capable of researching and elaborating legal documents, schemes, projects, and action programs and guiding the implementation of regimes, policies, and regulations on state management in sectors and fields;
+ Capable of researching, summarizing practices, and proposing solutions to improve the quality and efficiency of work in the assigned industry or field;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.
3.3. Standards for Class III public employees specializing in road project management in Vietnam

+ Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Having a certificate of training according to the standards of professional titles for public employees specializing in road project management.

+ Firmly grasp the viewpoints, guidelines and lines of the Party, policies and laws of the State; firmly grasp the development orientations and tasks of the road sector;
+ Having professional knowledge on road project management; proposing and conducting scientific research; applying scientific advances to improve the efficiency of professional and professional activities;
+ Proficient in specialized skills, grasping methods of organizing and performing assigned tasks; understand the process of formulating plans and plans; have skills in drafting documents and presenting assigned issues;
+ Ability to analyze, synthesize, and handle situations related to professional work;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.
3.4. Standards for Class IV public employees specializing in road project management in Vietnam
