1. Regulations on professional titles of public employees in Vietnam

The professional titles of public employees according to Article 28 of Decree 115/2020/ND-CP are as follows:

- Regulations on standards for professional titles of public employees include the following contents:

+ The name of the professional title;

+ Tasks include specific tasks to be performed with a level of complexity suitable to the occupational title class;

+ Standards of professional ethics;

+ Standards of training and retraining qualifications;

+ Standards of professional and professional competence.

- Based on the job complexity of the job title, the professional titles of public employees in the same career field are ranked from high to low as follows:

+ Class I professional title;

+ Class II professional title;

+ Class III professional title;

+ Class IV professional title;

+ Class V professional title.

2.  Application for registration for public employee professional title promotion exam in Vietnam

Application for registration for the promotion exam for public employee professional title according to Article 36 of Decree 115/2020/ND-CP as follows:

- The curriculum vitae of public employees, according to current regulations, shall be made no later than 30 days before the deadline for submitting the application for examination or consideration for promotion to professional titles, certified by the agency or unit employing the public employee;

- Comments and evaluations made by the head of the public administrative unit employing public employees or by the head of the agency competent to manage the public administrative unit on the standards and conditions for registering for exams or considering promotion to professional titles of public employees according to regulations;

- Copies of diplomas and certificates at the request of the professional title to be contested or considered for promotion;

In case the public employee has a professional diploma that qualifies for output in foreign languages and informatics according to regulations, which corresponds to the requirements of the professional title to take the exam or consider for promotion, it shall be used instead of certificates in foreign languages and informatics;

In case public employees are exempted from foreign language and computer science exams as prescribed in Clauses 6 and 7, Article 39 of Decree 115/2020/ND-CP, they will be exempted from foreign language certificates and informatics certificates;

- Other requirements as prescribed by professional title standards for competition or promotion consideration.

3. Form, content, and time of the professional title promotion exam in Vietnam

According to Article 39 of Decree 115/2020/ND-CP, the form, content, and time of the exam for promotion of professional titles are as follows:

* General knowledge subjects:

- Exam form: multiple-choice exam;

- Content of the exam: 60 questions about the Party's guidelines and lines, policies and laws on industry, career field, and public employees as required by the contestant's professional title;

Exam time: 60 minutes.

* English:

- Exam form: multiple-choice exam;

- Exam content: 30 questions about one of five languages: English, Russian, French, German, or Chinese, according to the requirements of the contested occupation title decided by the head of the agency or unit competent to organize the professional title promotion exam;

Exam time: 30 minutes.

* Informatics:

- Exam form: multiple-choice exam;

- Exam content: 30 questions as required by the contestant's professional title;

Exam time: 30 minutes.

* Specialized subjects:

- For the competition for promotion to professional titles of class I: The writing exam for the project has a duration of 08 hours, and the exam for defending the project has a maximum time of 30 minutes according to the requirements of the contested professional title. The project writing exam and the project defense exam are scored on a scale of 100 for each test;

- For class II professional title promotion exam: Written exam, duration 180 minutes as required by the contested professional title, scale of 100;

- For class III and IV professional title promotion exams: Written exam, duration 120 minutes as required by the contested professional title, 100 point scale.

* If the agency or unit competent to organize the professional title promotion decides to organize multiple-choice tests on computers, the computer science exam is not required;

And the test scores must be communicated to the test officer as soon as the computer-based test time is over. Do not review computerized multiple-choice test results.

* Exemption from the foreign language exam for the following cases:

- Public employees who have less than 5 years of service by the month of full retirement age;

- Officials with certificates of ethnic minority languages or ethnic minorities who are working in ethnic minority areas;

- Officials possessing university or postgraduate diplomas in foreign languages or having diplomas in foreign languages with the same training level as their professional training level specified in the standards of the contested professional title;

- Officials possessing a university or post-graduate diploma or having a diploma according to the requirements of the training level compared to the professional training level specified in the standards of professional titles to study abroad or study in a foreign language in Vietnam, recognized by a competent authority;

* Exemption from the computer science exam for those who have an intermediate or higher diploma in a discipline related to informatics and information technology.
