Recently, the Ministry of Health issued Official Dispatch 2146/BYT-BH regarding the payment of health examination and treatment costs covered by health insurance related to the COVID-19 pandemic.

This Official Dispatch provides temporary guidance on paying medical examination and treatment (KCB) costs covered by health insurance (BHYT) for individuals with BHYT cards during centralized quarantine and other cases during the COVID-19 pandemic period.
The Official Dispatch provides guidelines on paying KCB costs for individuals with BHYT cards who are being treated at medical facilities (not for COVID-19 disease treatment) but must be quarantined due to sections, departments, rooms, treatment areas, or the entire medical facility being quarantined (hereinafter referred to as quarantined medical facilities), as follows:
- KCB costs before the medical facility quarantine to be paid by the BHYT fund and the individual with the BHYT card in accordance with current BHYT regulations.
- KCB costs from the day the medical facility is quarantined to be paid as follows:
+ State budget covers:
- KCB costs for COVID-19 disease (if any), including: medical examination fees, bed fees, technical service fees, medicines, blood, fluids, etc., as guided by the Ministry of Health;- The co-payment portion of KCB costs covered by BHYT for other diseases for individuals with BHYT cards;- KCB costs outside the range covered by BHYT;- Quarantine implementation costs.
+ BHYT fund covers the KCB costs for other diseases within the coverable scope and BHYT benefit levels as if the treatment was at the designated facility until the patient recovers and is discharged, excluding costs covered by the state budget.
