Based on Article 5 of Decree 71/2020/ND-CP, the roadmap for upgrading primary school teachers' standards in Vietnam is as follows:

- Implementation period is from July 1, 2020, to the end of December 31, 2030.

- The roadmap is divided into two phases:

+ Phase 1: From July 1, 2020, to the end of December 31, 2025, ensuring at least 50% of primary school teachers are either undergoing training or have completed the training program and obtained a bachelor's degree;

+ Phase 2: From January 1, 2026, to the end of December 31, 2030, for the remaining teachers to ensure 100% of primary school teachers complete the training program and obtain a bachelor's degree.

What is the standard training level for primary school teachers in vietnam?

Based on Clause 1, Article 30 of the Regulations on Primary Schools issued together with Circular 28/2020/TT-BGDDT, the standard training level for primary school teachers is as follows:

Standard training levels, professional standards for teachers, staff

  1. The standard training level for primary school teachers is a bachelor's degree in primary teacher education or a bachelor's degree in a relevant field along with a certificate of primary education pedagogical training.
  1. The professional standards of primary school teachers shall be implemented according to the regulations. Annually, teachers self-assess and are periodically evaluated by the school according to the professional standards of primary school teachers as a basis to plan and enhance their professional skills.
  1. The standard training level for primary school staff is regulated in documents specifying the professional title standards for each job position.

Thus, the standard training level for primary school teachers includes:

- A bachelor's degree in primary teacher education;

- Or a bachelor's degree in a relevant field and a certificate of primary education pedagogical training.

What is the teaching hour norm for primary school teachers in Vietnam?

Based on Clause 1, Article 6 of the Regulations on working policies for public education teachers issued together with Circular 28/2009/TT-BGDDT, the teaching hour norm is specified as follows:

Teaching hour norms

The teaching hour norm is the number of theoretical or practical periods each teacher must teach in a week. To be specific:

1. The teaching hour norm for primary school teachers is 23 periods, for lower secondary school teachers is 19 periods, and for upper secondary school teachers is 17 periods;

  1. The teaching hour norm for teachers of boarding ethnic high schools is 17 periods for lower secondary level, 15 periods for upper secondary level;

2a. The teaching hour norm for teachers of pre-university schools is 12 periods.

The teaching hour norm for teachers of semi-boarding ethnic high schools is 21 periods for the primary level and 17 periods for the lower secondary level;

The teaching hour norm for teachers of schools and classes for the disabled is 21 periods for primary level teachers and 17 periods for lower secondary level teachers.

  1. Teachers serving as Youth Union Leaders in grade I schools teach 2 periods a week; in grade II schools, they teach 1/3 of the teaching hour norm; and in grade III schools, they teach 1/2 of the teaching hour norm of teachers at the same level. School grading is according to current regulations.

Thus, the teaching hour norm for primary school teachers is 23 periods.

What are the duties of primary school teachers in Vietnam?

Based on Article 27 of the Regulations on Primary Schools issued together with Circular 28/2020/TT-BGDDT, the duties of primary school teachers are as follows:

- Implement the general education program at the primary level and the school's educational plan. Proactively implement and be responsible for the educational plan; being autonomous and accountable for professional tasks (content, teaching methods, student evaluation) and the quality and effectiveness of educating each student under their responsibility, ensuring compliance with the educational program and suitable for students' conditions and specific conditions of the school.

- Participate in developing the educational plan of the professional team and the school; regularly update the directives from the sector; prepare, organize, and evaluate students according to regulations; and perform other professional activities.

- Build friendly, democratic relationships between teachers, students, parents, and the community; help students be proactive, creative, confident, and autonomous in learning and training.

- Maintain the qualities, honor, and reputation of the teacher; behave culturally, unify, and help colleagues; exemplify before students; treat and respect students fairly and equally; and protect the legal rights and interests of students.

- Conduct self-assessment according to professional standards; self-study and continuously enhance professional competencies; participate in continuous professional development activities as prescribed; and share professional knowledge with colleagues in and out of school through professional activities and training courses.

- Use information technology in teaching, learning, and professional activities; be creative and flexible in making teaching aids.

- Participate in selecting textbooks as prescribed; recommend the school to provide reference books and teaching equipment suitable for use in teaching.

- Participate in educational quality assessment.

- Participate in implementing compulsory education, universal education, and literacy eradication in the locality.

- Collaborate with the Ho Chi Minh Young Pioneers Organization, student families, the community, and related social organizations to fulfill educational duties.

- Manage and organize the educational plan at the teaching point as assigned by the principal.

- Perform other duties as prescribed by law and as assigned by the principal.

* Teachers doing homeroom work have the following additional duties:

- Proactively gather information about each student in the class assigned for homeroom work; build educational activities of the class with clear objectives, content, and methods, ensuring feasibility and suitability to students' characteristics, and actual conditions to promote the progress of the class and each student.

- Implement the educational activities in the approved plan by the principal.

- Closely coordinate with students' parents or guardians, teachers, the Youth Union Leader, and related social organizations to organize educational activities, support, and supervise the learning and training of students in charge; aggregate and evaluate students at the end of mid-term I and the end of the academic year; guide students in appraisal and suggest rewards; list students proposed to repeat a grade; and complete the academic records for students.

- Report periodically or irregularly on the class situation to the principal.

* Teachers as Youth Union Leaders are responsible to the principal for building and organizing the activities of the Ho Chi Minh Young Pioneers Organization and Ho Chi Minh Little Stars organization, contributing to the comprehensive education goals for students.
