According to Article 3 of Circular 20/2023/TT-BGDDT on the division of regions to calculate the teacher quota, Region 1 includes areas 2, 3 according to the current regulations belonging to ethnic minority and mountainous areas; specially difficult communes in coastal, lowland areas; communes with extremely difficult socio-economic conditions; island communes, islands, border communes, safety zones according to the regulations of the Government of Vietnam.

The number of students/class by region used as the basis for the assignment or approval of the number of staff in general education institutions is specified in Article 3 of Circular 20/2023/TT-BGDDT as follows:

2. The number of students/class by region used as the basis for the assignment or approval of the number of staff in general education institutions is as follows:

a) Region 1: Average of 25 students/class for primary level; average of 35 students/class for lower secondary and upper secondary levels;

b) Region 2: Average of 30 students/class for primary level; average of 40 students/class for lower secondary and upper secondary levels;

c) Region 3: Average of 35 students/class for primary level; average of 45 students/class for lower secondary and upper secondary levels;

d) The number of students/class for ethnic minority boarding schools and specialized high schools is implemented according to the organizational and operational regulations.

3. The determination of the number of students/class is calculated specifically for each educational institution, not determined by administrative unit levels of commune, district, province.

4. Based on the regional division regulations in clause 1 of this Article, the provincial People's Committee directs specialized agencies to determine commune-level administrative units by each region as a basis for calculating teacher quotas for general education institutions. For special cases that require arranging a number of students/class lower or higher than the average according to the regional regulations in clause 2 of this Article, the provincial People's Committee decides on the suitable number of students/class in accordance with reality.

Schools in Region 1 have an average of 25 students/class for primary level; an average of 35 students/class for lower secondary and upper secondary levels.

In addition, for special cases that require arranging a number of students/class lower or higher than the above standard, the provincial People's Committee decides on the suitable number of students/class in accordance with reality.

Based on Article 7 of Circular 20/2023/TT-BGDDT, the primary teacher quota in Region 1 is as follows:

- Primary schools are allocated a maximum of 1.5 teachers/class for classes with two sessions per day, and a maximum of 1.2 teachers/class for classes with one session per day;

- After calculating the number of students/class according to regulations, if there are surplus students, every 12 students in Region 1 are allocated an additional 1 teacher;

- Additionally, each primary school is allocated 1 teacher to be the Head of the Young Pioneer Organization.

What is the teaching quota for primary teachers in terms of periods per week in Vietnam?

According to Article 6 of the working policies for general education teachers issued with Circular 28/2009/TT-BGDDT (supplemented by clause 5 Article 1 of Circular 15/2017/TT-BGDDT) on teaching quotas for teachers:

Teaching Quotas

Teaching quota is the number of theory or practice periods each teacher must teach in a week. To be specific:

1. The teaching quota for primary teachers is 23 periods, 19 periods for lower secondary teachers, and 17 periods for upper secondary teachers;

2. The teaching quota for teachers in ethnic minority boarding schools is 17 periods at the lower secondary level, and 15 periods at the upper secondary level;

The teaching quota for teachers in ethnic minority semi-boarding schools is 21 periods at the primary level, 17 periods at the lower secondary level;

The teaching quota for teachers in schools or classes for disabled or handicapped individuals is 21 periods for primary teachers, 17 periods for lower secondary teachers.

2a. The teaching quota for teachers in preparatory university schools is 12 periods

3. Teachers who are Heads of the Young Pioneer Organization in grade I schools teach 2 periods per week, in grade II schools teach 1/3 of the teaching quota, and in grade III schools teach 1/2 of the teaching quota of teachers at the same educational level. The classification of general educational institutions follows current regulations.

The teaching quota for primary teachers is 23 periods/week.
