- Duties
a) Develop teaching plans, educate students; participate in developing teaching plans, educating students of professional groups according to primary education goals and programs;
b) Implement the primary education program and the school's education plan;
c) Implement teaching and education methods oriented towards developing students' qualities and competencies; participate in discovering and fostering talented students; participate in pedagogical scientific research applications and creating primary school teaching aids and equipment;
d) Fully complete training courses, professional development according to regulations; self-study, train to improve political, professional skills; participate in professional activities as required; participate in universal education, compulsory education, literacy eradication, inclusive education;
d) Coordinate with parents and social forces in educating students, and perform student counseling work in primary schools;
e) Perform other duties assigned by the principal.

What is the salary coefficient of rank 3 primary school teachers in Vietnam?
Pursuant to Article 8 Circular 02/2021/TT-BGDDT, the regulations on salary arrangement are as follows:
Salary Arrangement
- Officials appointed to the primary school teacher professional titles specified in this Circular apply the corresponding salary scale promulgated under Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees, and armed forces. To be specific:
a) Rank 3 primary school teachers, code V.07.03.29, apply the salary coefficient of public employees type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Rank 2 primary school teachers, code V.07.03.28, apply the salary coefficient of public employees type A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) Rank 1 primary school teachers, code V.07.03.27, apply the salary coefficient of public employees type A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78.
- The salary arrangement when appointed to the professional title class follows the guidance in Clause 1, Section II, Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs, guiding salary arrangement when upgrading, transferring, or converting positions for officials and public employees, and as per current legal regulations. When implementing new salary policies, arranging new salaries follow the regulations of the Government of Vietnam.

Principles for Appointment to Professional Titles for Primary School Teachers
The appointment to professional titles for primary school teachers specified in this Circular must be based on the current job position and ensure meeting the standards of the professional title class specified in Articles 3, 4, 5, and Article 7 of this Circular.
When appointing teachers from the professional title of primary school teacher as stipulated in Joint Circular No. 21/2015/TTLT-BGDDT-BNV dated September 16, 2015, of the Ministry of Education and Training and the Ministry of Home Affairs, which specifies the code and standards for the professional titles of primary public school teachers (hereinafter abbreviated as Joint Circular 21/2015/TTLT-BGDDT-BNV), to the professional title of primary school teacher stipulated in this Circular, it is not combined with the promotion to a higher professional title.
The appointment to higher professional titles is based on the qualifications obtained and not on the educational level of new recruits.
Thus, when appointing to the professional title for primary school teachers, the following principles must be ensured:
- The appointment to professional titles for primary school teachers specified in this Circular must be based on the current job position and ensure meeting the standards of the professional title class specified in Articles 3, 4, 5, and Article 7 Circular 02/2021/TT-BGDDT
- When appointing teachers from the professional title of primary school teacher according to Joint Circular 21/2015/TTLT-BGDDT-BNV dated September 16, 2015, of the Ministry of Education and Training and the Ministry of Home Affairs, which specifies the code and standards for the professional titles of primary public school teachers, to the professional title of primary school teacher stipulated in this Circular, it is not combined with the promotion to a higher professional title.
