- Name of the higher education institution issuing the diploma.
- Last name, middle name, first name of the diploma recipient.
- Date of birth of the diploma recipient.
- Graduation classification (if any).
- Location, date of issuance of the diploma.
- Title, signature, last name, middle name, first name of the person authorized to issue the diploma, and the official stamp according to regulations.
- Serial number, original registry number of the diploma.

What are the regulations on higher education diplomas in Vietnam?
According to Article 38 of the Law on Higher Education 2012 (amended by Clause 23 Article 1 of the Amended Law on Higher Education 2018), the regulations on higher education diplomas are as follows:
- Higher education diplomas within the national education system include bachelor's degrees, master's degrees, doctoral degrees, and equivalent level diplomas.
- Learners who complete their training program, meet the output standards of the training level according to regulations, and fulfill their obligations and responsibilities as learners shall be issued a diploma at the corresponding training level by the head of the higher education institution.
- Higher education institutions design the template, print forms, issue diplomas to learners, and manage diplomas and certificates in accordance with the laws; publicly announce the diploma template and information related to the issuance of diplomas to learners on the institution's electronic information portal.
- The Minister of Education and Training negotiates, signs, or proposes competent authorities to negotiate and sign international agreements on diploma recognition with other countries, international organizations, and relevant entities as authorized.
- The Minister of Education and Training specifies the main contents written on diplomas and diploma supplements; principles for printing forms, managing, issuing, revoking, and canceling higher education diplomas; responsibilities and authority for diploma issuance by Vietnamese higher education institutions when associating with foreign higher education institutions; responsibilities of foreign-invested higher education institutions in Vietnam in issuing higher education diplomas; conditions, procedures, and processes for recognizing higher education diplomas issued by foreign higher education institutions.
- The Government issues the system of university degrees and regulations on degrees and certificates for certain specialized training fields.
Who has the authority to issue higher education diplomas in Vietnam?
According to point d, Clause 1, Article 15 of the Regulations on the management of lower secondary school graduation certificates, upper secondary school graduation certificates, teacher training intermediate diploma, teacher training college diploma, higher education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, the authority to issue diplomas and certificates is regulated as follows:
Authority to issue diplomas and certificates
- The authority to issue diplomas is regulated as follows:
a) Lower secondary school graduation certificate is issued by the head of the education and training department;
b) Upper secondary school graduation certificate is issued by the director of the education and training department;
c) Intermediate teacher training diploma, college teacher training diploma is issued by the head of the teacher training institution or the head of the higher education institution that has a teacher training program;
d) Higher education diplomas are issued by the president of the university, the rector of the university, the director of the academy, the director of the scientific research institute authorized to train and issue diplomas at the corresponding level;
dd) The university president issues higher education diplomas to students of affiliated training and research units (except for member universities).
- The director of the education and training department, the head of the educational institution shall issue certificates to learners according to regulations.
Thus, the authority to issue higher education diplomas belongs to the president of the university, the rector of the university, the director of the academy, and the director of the scientific research institute.
What are the fines imposed on higher education institutions in Vietnam for failure to issue diplomas on time?
According to point a, Clause 2, Article 21 of Decree 04/2021/ND-CP:
Violations regarding the issuance and management of diplomas and certificates within the management scope of the Ministry of Education and Training
- A fine of VND 10,000,000 to VND 20,000,000 shall be imposed for one of the following acts:
a) Not issuing or issuing the regulations on the preservation, storage, use, and issuance of diplomas and certificates but does not include sufficient content as prescribed by current law;
b) Failing to ensure physical facilities, equipment, and fire prevention and control to preserve diplomas, certificates, and files as prescribed by current law;
c) Issuing the decision to amend, reissue diplomas and certificates contrary to the current law regulations on procedures, content, authority, time limits;
d) Failing to issue copies of diplomas and certificates as prescribed by current law.
2. A fine of VND 20,000,000 to VND 30,000,000 shall be imposed for one of the following acts:
a) Issuing diplomas, certificates or copies of diplomas, certificates not within the time limits prescribed by current law;

b) The fines specified in Chapter II of this Decree are applicable to administrative violations of organizations, except for regulations in Clause 5 Article 9, Clause 2 Article 11, Clause 1 and points a, b, c, d, e, Clause 3 Article 14, point b, Clause 3 Article 21, Clause 1 Article 23, Clause 1 Article 29 of this Decree are the fines for administrative violations of individuals. The fine for the same administrative violation for individuals is half of that for organizations.
