c) In case the requester for a copy of the diploma or certificate from the master register is specified in Clauses 2, 3 of Article 30 of this Regulation, a letter of authorization (for authorized persons) or documents proving the relationship with the person granted the original diploma or certificate must be presented;

d) If the request for a copy of the diploma or certificate from the master register is sent via post, a certified copy of the documents specified in points a, b, and c of this clause must be sent along with one (1) stamped envelope clearly stating the name and address of the recipient for the competent authority to issue the copy of the diploma or certificate from the master register.

Based on Clause 2, Article 31 of the Regulation on the Management of Lower Secondary School Diplomas, Upper Secondary School Diplomas, Intermediate Teacher Training Diplomas, College Teacher Training Diplomas, Higher Education Degrees, and Certificates of the National Education System issued together with Circular 21/2019/TT-BGDDT, the provisions are as follows:

Step 1: The applicant for a copy of the higher education diploma submits directly or sends by post one (1) set of documents as specified in Clause 1, Article 31 of the Regulation on the Management of Lower Secondary School Diplomas, Upper Secondary School Diplomas, Intermediate Teacher Training Diplomas, College Teacher Training Diplomas, Higher Education Degrees, and Certificates of the National Education System issued together with Circular 21/2019/TT-BGDDT to the competent authority to issue a copy of the higher education diploma from the master register;

Step 2: On the same day of receiving the request for a copy or the next working day, if receiving the request after 3:00 PM, the competent authority to issue a copy of the diploma from the master register must issue the copy to the applicant.

In case the request for a copy from the master register is sent by post, the timeframe is determined from the date the competent authority receives the full and valid application according to the postal mark;

Step 3: For cases requesting copies from multiple master registers at the same time, requesting a large number of copies, or the content of the higher education diploma is complex and difficult to verify, if the receiving authority cannot meet the prescribed timeframe specified in point b of this clause, the time limit for issuing the copy may be extended by no more than two (2) working days or longer according to a written agreement with the requester.

If the competent authority does not issue a copy of the bachelor's degree, is there a notification?

3. The competent authority to issue copies of diplomas and certificates based on the master registers shall issue the copies according to the contents recorded in the master register. In cases where the master register is no longer stored, where the master register does not contain the requested information, or where no copy will be issued to the requester, the authority receiving the request for a copy is responsible for sending a written response to the requester, stating the reasons according to the timeframe specified in point b of clause 2 of this Article.

Thus, according to the above regulation, if the competent authority does not issue a copy of the bachelor's degree, the authority must provide a written response to the applicant, stating the reasons for not issuing the copy.
