Based on the provisions of Clause 2, Article 2 of the Regulation on the management of lower secondary education diplomas, upper secondary education diplomas, teacher training college diplomas, university diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT on the principles of management and issuance of diplomas and certificates as follows:
- Diplomas and certificates are uniformly managed, with the management decentralized to the Departments of Education and Training, granting autonomy and self-responsibility to teacher training institutions and higher education institutions as stipulated in Article 3 of the Regulation on the management of lower secondary education diplomas, upper secondary education diplomas, teacher training college diplomas, higher education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT.
- Diplomas and certificates are issued once, except for the case prescribed in Article 18 of this Regulation.
- Any fraudulent acts in the issuance and use of diplomas and certificates are strictly prohibited.
- Ensure transparency and openness in the issuance of diplomas and certificates.
The original diploma is issued only once and cannot be reissued. When the original bachelor's degree is lost, only a copy of the lost diploma can be reissued.
In summary, the original bachelor's degree is issued only once except in the case of an error made by the authorized issuing body. Therefore, one who loses their bachelor's degree will be issued a copy of the university diploma.

What is the procedure for issuing a copy of the bachelor's degree from the master register in Vietnam?
Based on Article 27 of the Regulation on the management of lower secondary education diplomas, upper secondary education diplomas, teacher training college diplomas, higher education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, the issuance of copies of diplomas and certificates from the master register is stipulated as follows:
- Issuance of a copy of a diploma or certificate from the master register is the act of the managing authority issuing a copy based on the master register.
- In the case that the form of the copy of the diploma or certificate at the time of issuance has changed, the managing authority will use the current form to issue the copy to the learner.
- The contents recorded in the copy of the diploma or certificate from the master register must be accurate according to the master register.
What are the procedures for requesting a copy of the bachelor's degree in Vietnam?
The procedures for requesting a copy of a diploma or certificate according to Article 31 of the Regulation on the management of lower secondary education diplomas, upper secondary education diplomas, teacher training college diplomas, higher education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT are as follows:
* Required documents to request a copy of the diploma or certificate from the master register include:
- An application form requesting a copy of the diploma or certificate, including information about the issued diploma or certificate;
- The original or certified copy of the ID card, citizen ID card, or valid passport for verification by the document receiver;
- In cases where the requester for a copy of the diploma or certificate from the master register is specified in Clauses 2 and 3, Article 30 of the Regulation on the management of lower secondary education diplomas, upper secondary education diplomas, teacher training college diplomas, higher education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, they must present an authorization letter (in cases of authorized representatives) or documents proving the relationship with the individual issued the original diploma or certificate;
- If the requester sends the application through the mail, they must send a certified copy of the documents specified at points a, b, c of this clause along with one stamped envelope specifying the recipient's name and address for the competent authority to issue copies from the master register.
* The process of issuing a copy of the diploma or certificate from the master register is as follows:
- The requester submits directly or via mail one (1) set of documents as stipulated in Clause 1 of this Article to the competent authority for issuing a copy from the master register;
- On the same day of receiving the request for a copy or on the next working day if the request is received after 3:00 PM, the competent authority must issue the copy to the requester. In case the request for a copy from the master register is sent via mail, the issuance period starts from the time the authority receives a complete and valid set of documents as per the postmarked date;
- If multiple copies from several original registries or a large number of copies are requested, and the content of the diploma or certificate is complex or difficult to verify, the authority may extend the issuance period by no more than two (2) additional working days or longer as agreed in writing with the requester.
* The competent authority issues copies based on the master register; the content of the copies must be accurate according to the master register.
In cases where the master register is no longer stored, or there is no information in the master register about the requested content, or the copy is not granted to the requester, the receiving authority must issue a written response to the requester explaining the reasons within the period stipulated in point b of Clause 2, Article 31 of the Regulation on the management of lower secondary education diplomas, upper secondary education diplomas, teacher training college diplomas, higher education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT.
