Recently, the Department of Education and Training of Ho Chi Minh City issued Plan No. 7342/KH-SGDĐT in 2024 to organize professional training for English teachers in Ho Chi Minh City. Download

Pursuant to Official Dispatch 3933/BGDDT-GDTX in 2024 from the Ministry of Education and Training regarding the guidelines for performing duties of the 2024-2025 academic year for continuous education;

The Department of Education and Training has developed a plan to organize professional training for English teachers at foreign language and informatics centers in Ho Chi Minh City (hereafter referred to as centers) as follows:

[1] Objectives and Requirements

- Guide the development of teaching plans, and professional dossiers for English teachers teaching at the centers.

- Guide teachers on teaching methods and required achievements in the four skills of the IELTS exam.

- Enhance the management and use of English teaching materials at the centers.

- Implement IT applications, build digital learning resources, and digital transformation in management, and teaching organization; conduct training, and innovate teaching methods, and lesson design techniques for English aligning with the City's E-Learning Contest for the 2024-2025 academic year.

- Time: December 3 and 4, 2024 (starting at 08:00 AM)

- Venue: Ho Chi Minh City College of Economics; No. 33 Vinh Vien Street, Ward 2, District 10, Ho Chi Minh City.

- Participants: Administrators and teachers teaching English programs at the centers.

What are the educational institutions performing the duty of training and retraining teachers in Vietnam?

Under Article 74 of the Education Law 2019 on educational institutions performing the duty of training and retraining teachers and education administrators:

Educational institutions providing training for teachers and education administrators

1. Educational institutions performing the duty of training and retraining teachers include pedagogical schools, educational institutions with faculty of pedagogy, educational institutions authorised to educate and train teachers.

2. Educational institutions performing the duty of training and retraining education administrators include pedagogical schools, institutions of higher education with faculty of educational management, educational institutions authorised to educate and train education administrators.

3. Pedagogical schools established by the State to educate and train teachers and education administrators shall be given priority in teacher recruitment, allocation of education administrators, investment in infrastructure and dormitories, as well as availability of funding. Pedagogical schools have schools or establishments for trainee-teachers' practice.

4. Within the scope of their duties and authorities, the Minister of Education and Training and Minister of Labour - War Invalids and Social Affairs shall stipulate the performing of the duty of training and retraining teachers and education administrators, and stipulate educational institutions authorised in training and retraining teachers and education administrators.

Thus, according to the above regulations, educational institutions performing the duty of training and retraining teachers include pedagogical schools, educational institutions with faculty of pedagogy, educational institutions authorised to educate and train teachers.

What are the qualification standards of lower secondary school teachers in Vietnam?

According to Clause 1, Article 30 of the Regulations issued with Circular 32/2020/TT-BGDDT, the qualification standards and professional standards of teachers and staff are regulated as follows:

Qualification standards and professional standards of teachers and staff

1. Regulations on qualification standards of teachers:

a) Every secondary school teacher must hold a bachelor’s degree in pedagogy or higher (or pedagogical university degree) or a bachelor’s degree (university degree) in a suitable major and a certificate in pedagogy as prescribed by law.

b) Schools and education authorities shall enable teachers not meeting the abovementioned standard to receiving training as per the law.

2. Professional standards of teachers:

Secondary school teachers must meet the professional standards applicable to the education level that they are teaching, which shall be assessed using the professional standards for general education teachers according to regulations of the Minister of Education and Training.

3. Secondary school staff must meet the qualification standards applicable to their position according to regulations of law.

Thus, lower secondary school teachers in Vietnam must hold a bachelor’s degree in pedagogy or higher (or pedagogical university degree) or a bachelor’s degree (university degree) in a suitable major and a certificate in pedagogy as prescribed by law.
