Under Clause 1, Article 16 of the Charter of Intermediate Schools issued with Circular 14/2021/TT-BLDTBXH, the term of office of the principal of an intermediate school in Vietnam is stipulated as follows:
Principals of intermediate schools
1. Roles and position of the principal of an intermediate school
The principal of an intermediate school is the head of that school, who is the legal representative of the school and takes the responsibility to manage the operation of the school;
b) The principal of an intermediate school shall operate the organizational structure of the school.
c) The principal’s term of office is 05 years;
d) The principal of a public intermediate school may be re-appointed for another term of office, but shall not exceed 02 consecutive terms of office;
dd) The principal of a public intermediate school shall act as the account holder and take legal responsibility for the financial management and assets of the school.
e) The principal of a private intermediate school shall not be a cadre, public officer, or official.

What are the standards of the principal of an intermediate school in Vietnam?
According to Clause 2, Article 16 of the Charter of Intermediate Schools issued with Circular 14/2021/TT-BLDTBXH, the principal of an intermediate school in Vietnam must meet the standards as prescribed in Clause 2, Article 14 of the Law on Vocational Education 2014.
Referring to Clause 2, Article 14 of the Law on Vocational Education 2014, the principal of an intermediate school in Vietnam must meet the following standards:
- Have moral virtue, have at least 5-year experience of teaching or management of vocational education;
- Have at least a Bachelor’s degree regarding the Principal of the vocational training school; have at least a Master’s degree regarding the Principal of the college;
- Have completed refresher courses in vocational education management;
- Attain fitness; ensure the age to participate in at least one tenure of the Principal regarding the appointment of the Principal of the public vocational training schools or colleges.
Can the principal of an intermediate school in Vietnam concurrently act as the secretary of the school council?
Under Clause 8, Article 11 of the Charter of Intermediate Schools issued with Circular 14/2021/TT-BLDTBXH, the regulation on the school council is as follows:

8. The secretary of the school council shall be proposed by the chairperson among the members and will be designated if approved by more than 50% of the total school council’s members. The secretary shall not concurrently hold the position of principal or vice-principal, and will directly assist the chairperson in:
Preparing and submitting report on operation of the school council to the chairperson; preparing meeting agendas, contents, materials and send invitation letters, and acting as secretary at meetings of the school council; construct, complete, and store documents of the school council;
b) Preparing and submitting reports, explanations to the state management agencies and other related agencies according to functions and duties of the school council.
c) Performing duties as a member and other duties assigned by the chairperson.

Thus, according to the above regulation, the principal of an intermediate school in Vietnam must not concurrently act as the secretary of the school council.
What are the procedures for the withdrawal of recognition of intermediate school principals in Vietnam?
According to Article 19 of the Charter of Intermediate Schools issued with Circular 14/2021/TT-BLDTBXH, the procedures for the withdrawal of recognition of private intermediate school principals in Vietnam are as follows:
Removal from office, dismissal or approval for resignation, and withdrawal of recognition of intermediate school principals
- The decision on the withdrawal of recognition of the principal of a private intermediate school complies with the regulations on the organization and operation of the school;
- The board of directors or the sole owner of the school shall consider, resolve, and make the documents prescribed in Clause 3 of this Article. The documents shall be sent through online public services, by post, or directly to the Service of Labor-War Invalids and Social Affairs of the provinces where the school is headquartered.
The application for the withdrawal of recognition of the principal of a private intermediate school shall be sent together with the application for the recognition of the new principal of that private intermediate school.
- Within 15 working days from the date of receipt of the withdrawal of recognition of the principal of a private intermediate school, the Service of Labor-War Invalids and Social Affairs of the provinces where the school is headquartered shall consider issuing a decision on the withdrawal of recognition of the principal of that intermediate school. If the application is rejected, provide explanations through written documents.
