What are main contents on the Appendix of higher education diploma in Vietnam?
According to the provisions of Article 3 of Circular 27/2019/TT-BGDDT, the main contents recorded in the diploma appendix are as follows:
- Information about the diploma holder: surname, middle name, first name, date of birth.
- Information about the diploma: name of the higher education institution issuing the diploma, training major, enrollment date, language of instruction, duration of training, training level according to the Vietnam National Qualifications Framework, mode of training.
- Information on study contents and results (if any): name of courses or subjects, credits of each course or subject, grades of courses or subjects, total accumulated credits, average score, name and result of thesis, dissertation, graduation classification. If the credits are accumulated from different training institutions, it is necessary to specify the name of the courses, the credits of each recognized course for graduation consideration, and the name of the training institution.
- Connection information with the diploma: student ID, diploma number.

According to the provisions of Article 2 of Circular 27/2019/TT-BGDDT, the main contents recorded on a higher education diploma include:
- Title:
SOCIALIST REPUBLIC OF VIETNAM
Independence - Freedom - Happiness
- Name of the diploma according to each training level (bachelor's degree, master's degree, doctoral degree, equivalent qualification diploma).
- Training major.
- Name of the higher education institution issuing the diploma.
- Surname, middle name, first name of the diploma holder.
- Date of birth of the diploma holder.
- Graduation classification (if any).
- Location, date of issue of the diploma.
- Title, signature, surname, middle name, first name of the authorized person issuing the diploma, and official seal;
- Serial number, number in the original diploma register.
Who has the authority to issue higher education diplomas in Vietnam?
Based on Article 15 of the Regulations on the management of junior high school graduation diplomas, high school graduation diplomas, pedagogical intermediate diplomas, pedagogical college diplomas, higher education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT:
Authority to issue diplomas and certificates
- The authority to issue diplomas is specified as follows:
a) Junior high school graduation diplomas are issued by the head of the department of education and training;
b) High school graduation diplomas are issued by the director of the department of education and training;
c) Pedagogical intermediate diplomas and pedagogical college diplomas are issued by the head of the teacher training institution or the head of the higher education institution with teacher training programs;
d) Higher education diplomas are issued by the university director, university president, academy director, or research institute director authorized to train and issue diplomas for the corresponding level;
e) The university director issues higher education diplomas to students from subordinate training and research units (excluding member universities).
- The director of the department of education and training, the head of the educational institution, issues certificates to learners according to regulations.
Thus, the authority to issue higher education diplomas lies with the university director, university president, academy director, or research institute director.
What is the duration for issuing higher education diplomas?
Based on Article 17 of the Regulations on the management of junior high school graduation diplomas, high school graduation diplomas, pedagogical intermediate diplomas, pedagogical college diplomas, higher education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, the following provisions apply:
Duration for issuing diplomas and certificates
- The authorized individuals specified in Clause 1, Article 15 of this Regulation are responsible for issuing diplomas to learners within the following duration:
a) 75 days from the date of the decision recognizing junior high school graduation, high school graduation;
b) 30 days from the date of the decision recognizing pedagogical intermediate graduation, pedagogical college graduation, university graduation;
c) 30 days from the date of the decision recognizing master's degree graduation and issuing master's degree;
d) 30 days from the date of the decision recognizing the doctoral degree and issuing a doctoral diploma.
- The authorized individuals specified in Clause 2, Article 15 of this Regulation are responsible for issuing certificates to learners no later than 30 days from the end date of the training, upgrading, or qualification improvement course or examination for the certificate.
- While waiting for the diploma issuance, learners qualified for graduation will receive a temporary graduation certificate from the educational institution they attended.
The director of the department of education and training prescribes a temporary graduation certificate form for learners qualified to receive junior high school or high school graduation diplomas; the head of the teacher training institution or higher education institution prescribes a temporary graduation certificate form for learners qualified to receive pedagogical intermediate diplomas, pedagogical college diplomas, and higher education diplomas.
Thus, the duration for issuing higher education diplomas is as follows:
- 30 days from the date of the decision recognizing master's degree graduation and issuing a master's diploma;
- 30 days from the date of the decision recognizing the doctoral degree and issuing a doctoral diploma.
