What are the educational curricula of boarding ethnic secondary schools in Vietnam?
Pursuant to Article 13 of the Regulations on the organization and operation of the boarding ethnic secondary schools issued together with Circular 04/2023/TT-BGDDT, the educational curricula of the boarding ethnic secondary schools in Vietnam are as follows:
The boarding ethnic school develops the school's educational plan to implement the general education curricula as prescribed in the Charter of the high school, in which there is a plan to teach 2 sessions per day to provide tutoring, retraining, and consolidation of knowledge according to the needs of boarding ethnic students and suitable to the conditions of the school.
Referring to Article 17 of the lower secondary school, upper secondary school and multi-level school charter issued together with Circular 32/2020/TT-BGDDT, the regulations on the education curricula and education plan are as follows:
- Secondary schools shall adopt general education curricula promulgated by the Minister of Education and Training; and implement academic year plans in accordance with regulations of the Ministry of Education and Training and the actual capacity of each locality and each school.
- Based on subject-centered curricula and educational activities of general education curricula, academic year plans and actual capacity of each locality and each school, secondary schools shall formulate their own education plans for adoption of general education curricula.
- Education plans for students with disabilities receiving inclusive education shall be flexible, suitable for each individual’s capacity and in compliance with regulations on inclusive education for persons with disabilities.

What are the specific education activities of the boarding ethnic secondary schools in Vietnam?
Pursuant to Article 14 of the Regulations on the organization and operation of the boarding ethnic secondary schools issued together with Circular 04/2023/TT-BGDDT, the specific education activities are as follows:
Special education activities
1. The boarding ethnic school shall organize educational activities specified in the Charter of the high school to implement the general education program, and also organize specific educational activities to preserve and promote the cultural identity, enhance skills for boarding ethnic students.
2. Specific educational activities in the boarding ethnic school include educational activities on ethnic cultures, traditional occupations, and life skills education suitable for boarding ethnic students.
3. Every year, the boarding ethnic school develops a plan to organize specific educational activities through the following forms: group activities, arts, sports, clubs, exchanges with other schools and labor activities and experiences of guided career by teachers and school staff.
4. The boarding ethnic school performs social work in the school, psychological counseling for students under the guidance of the Ministry of Education and Training, suitable for boarding ethnic students living far from their families; building a safe and friendly educational environment, preventing school violence.
Thus, the specific educational activities in the boarding ethnic school include educational activities on ethnic cultures, traditional occupations, and life skills education suitable for boarding ethnic students.
What are the regulations on caring, nurturing and managing boarding ethnic students in Vietnam?
Pursuant to Article 15 of the Regulations on the organization and operation of the boarding ethnic secondary schools issued together with Circular 04/2023/TT-BGDDT, the regulations on caring, nurturing and managing boarding ethnic students in Vietnam are as follows:
- The boarding ethnic school organizes a collective kitchen for boarding ethnic students to ensure food safety and hygiene according to current regulations. Nurturing is carried out openly and transparently according to the provisions of law.
- The boarding ethnic school performs school health work to take care of the health of boarding ethnic students.
- The boarding ethnic school comprehensively manages the study, food, accommodation and travel of boarding ethnic students during their study at the school; organize and manage boarding affairs according to regulations; guide, check and urge students' self-study and following daily routines at the boarding school; educate students on the spirit of mutual assistance, helping each other in learning, building a civilized lifestyle, maintaining hygiene and protecting the environment.
What is the delegation of authority to manage boarding ethnic secondary schools in Vietnam?
Pursuant to Article 6 of the Regulations on the organization and operation of the boarding ethnic secondary schools issued together with Circular 04/2023/TT-BGDDT, the delegation of authority to manage boarding ethnic secondary schools in Vietnam is as follows:
- The lower-secondary boarding ethnic school is established under the decision of the President of the province-level People's Committee and managed by the district-level People's Committee.
- The boarding ethnic school with the highest educational level being upper secondary school is established under the decision of the President of the province-level People's Committee and managed by the Department of Education and Training. The Department of Education and Training shall coordinate with the district-level People's Committees in formulating details about coordination in management and organization of educational activities related to lower-secondary and upper-secondary boarding ethnic schools.
- Ministries and central agencies shall manage friendship 80 School, Friendship T78 School and Viet Bac Highland School; and under the management coordination of the Department of Education and Training where the school is located in the implementation of the program, organization of graduation exams and granting diplomas.
