What is the system of boarding ethnic secondary schools in Vietnam?
Under Article 4 of the Organizational and Operational Regulations of boarding ethnic secondary schools issued together with Circular 04/2023/TT-BGDDT, the system of boarding ethnic secondary schools is divided as follows:
- Lower-secondary boarding ethnic schools.
- Upper-secondary boarding ethnic schools.
- Lower-secondary and upper-secondary boarding ethnic schools.

What are the tasks of boarding ethnic secondary schools in Vietnam?
Under Article 3 of the Organizational and Operational Regulations of boarding ethnic secondary schools issued together with Circular 04/2023/TT-BGDDT, boarding ethnic secondary schools have 5 tasks as follows:
Task 1. Care for, nurture and administer boarding ethnic students; make sure that boarding ethnic students could study, eat, stay and live safely at the school.
Task 2. Organize special educational activities suitable for boarding ethnic students.
Task 3. Educate students on the guidelines and policies of the Party and State on ethnic minorities; cultural identity and fine traditions of the ethnic groups of Vietnam; on consciousness of participating in socio-economic development in ethnic minority and mountainous areas, and extremely disadvantaged areas.
Task 4. Provide vocational education and traditional vocational training suitable to the capacity and quality of students, and local socio-economic development conditions and requirements.
Task 5. Monitor and make statistics on the number of students, evaluate the educational effectiveness annually and in each period to develop appropriate solutions to improve the educational quality of the boarding ethnic schools.
Additionally, boarding ethnic secondary schools must also undertake the tasks prescribed in the school charter, specifically secondary schools, stipulated in Article 3 of the lower secondary school, upper secondary school and multi-level school charter issued with Circular 32/2020/TT-BGDDT as follows:
- Develop the school's strategic plan and development plan in alignment with the local socio-economic
- Formulate the school’s development plans and strategies as appropriate to the socio-economic situation of the location where the school is located; determine the school’s vision, mission, and core values in relation to education, culture, history and traditions.
- Develop and launch the school’s education plans in accordance with the general education curricula promulgated by the Minister of Education and Training. Cooperate with students’ families, organizations and individuals in organization of educational activities.
- Admit and receive students, and manage students according to regulations of the Ministry of Education and Training.
- Launch plans for universalization of education as assigned.
- Enable teachers, staff and students to participate in social activities.
- Manage teachers and staff as prescribed by law.
- Mobilize, manage and use resources for education in compliance with the law.
- Manage, use and preserve facilities and equipment as per the law.
- Carry out activities of educational quality assurance, assessment and accreditation according to regulations of the Ministry of Education and Training.
- Publicly announce the school’s commitment to educational quality, educational quality assurance conditions, and revenues and expenditures in compliance with the law.
- Practice democracy and accountability in management of educational activities; ensure the participation of students, students’ families and the society in management of educational activities as prescribed by law.
- Perform other duties and exercise other powers as prescribed by law.

What is the organizational structure of boarding ethnic secondary schools in Vietnam?
According to Article 7 of the Organizational and Operational Regulations of boarding ethnic secondary schools issued together with Circular 04/2023/TT-BGDDT, the organizational structure of boarding ethnic secondary schools is as follows:
- The organizational structure of boarding ethnic secondary schools in Vietnam follows the regulations prescribed in the secondary school charter.
In addition, the boarding ethnic school is allowed to set up no more than 03 groups to assist the principal in carrying out the tasks of special education, care, nurturing and management of boarding ethnic students.
The establishment of these groups is decided by the school principal on the basis of consensus of the governing body. Each group has a team leader, if there are 07 members or more, there is a deputy leader.
The team leaders and deputy leaders of these groups are appointed by the principal, under the management and direction of the principal.
- The groups in charge of special education, caring for, nurturing and managing boarding ethnic students have the following tasks:
+ Actively develop plans for special education, caring for, nurturing and managing boarding ethnic students by week, month, semester and school year; coordinate with other specialized groups in formulating and implementing education plans of the school;
+ Performing tasks as planned;
+ Participate in professional training as prescribed;
+ Perform other tasks assigned by the principal;
+ Organize activities at least once in 2 weeks and may hold unscheduled meetings according to work requirements or at the request of the principal. These groups operate on the principle of democracy, the members help each other to perform well the task of educating, caring for, nurturing and managing boarding ethnic students.
- Each class of the boarding ethnic school has no more than 35 students.
