According to legal regulations, what is a semi-boarding ethnic secondary school? Who will establish semi-boarding ethnic secondary schools in Vietnam?

What is a semi-boarding ethnic secondary school in Vietnam?

Based on Article 3 of the Regulation on Organization and Operation of the semi-boarding ethnic secondary school issued together with Circular 03/2023/TT-BGDDT, a semi-boarding ethnic secondary school is defined as follows:

Semi-boarding ethnic secondary school

1. Semi-boarding ethnic secondary school is established by the State for ethnic minority students, and students from families permanently residing in particularly disadvantaged areas, to contribute to ensuring equality in education access and sustainable development objectives in education for ethnic minority and mountainous regions.

2. Semi-boarding ethnic secondary school ensures a stable ratio of ethnic minority students and semi-boarding students as follows:

a) Proportion of ethnic minority students: At least 50% of the total number of students in the school are ethnic minorities.

b) Proportion of semi-boarding students:

- For Semi-boarding ethnic primary school: At least 20% semi-boarding students;

- For Semi-boarding ethnic lower secondary school: At least 45% semi-boarding students;

- For Semi-boarding ethnic primary and lower secondary school: At least 32.5% semi-boarding students or at least 20% primary semi-boarding students and 45% secondary semi-boarding students.

3. The semi-boarding ethnic secondary school system includes:

a) Semi-boarding ethnic primary school;

b) Semi-boarding ethnic lower secondary school;

c) Semi-boarding ethnic primary and lower secondary school.

Additionally, Article 7 of the Regulation on Organization and Operation of the semi-boarding ethnic secondary school issued together with Circular 03/2023/TT-BGDDT stipulates:

Delegation of authority to manage semi-boarding ethnic secondary schools

1. Semi-boarding ethnic primary school, Semi-boarding ethnic lower secondary school, and Semi-boarding ethnic primary and lower secondary school are established by the Chairman of the District People's Committee and managed by the District People's Committee.

2. The Division of Education and Training assists the District People's Committee in performing the state management function over education for Semi-boarding ethnic primary school, Semi-boarding ethnic lower secondary school, and Semi-boarding ethnic primary and lower secondary school.

Thus, the semi-boarding ethnic secondary school is established by the State for ethnic minority students and students from families permanently residing in particularly disadvantaged areas.

The Chairman of the District People's Committee shall establish semi-boarding ethnic secondary schools.

The purpose of establishing semi-boarding ethnic secondary schools is to contribute to ensuring equality in education access and sustainable development objectives in education for ethnic minorities and mountainous regions.

What are the eligibility requirements for students to be admitted to semi-boarding ethnic secondary schools in Vietnam?

Under Article 2 of the Regulation on Organization and Operation of the semi-boarding ethnic secondary school issued together with Circular 03/2023/TT-BGDDT, the eligibility requirements for students to be admitted to semi-boarding general education schools are stipulated as follows:

 

Eligibility requirements for students to be admitted to semi-boarding ethnic secondary schools and semi-boarding students

1. Eligibility requirements for students to be admitted to semi-boarding ethnic secondary schools: Students of primary and lower secondary school age within the school’s enrollment area as prescribed by the competent authority.

2. Semi-boarding students: Students eligible for support policies approved by the competent authority according to the regulations of the Government of Vietnam, as they cannot commute to school or school points and return home within the day.

Thus, to be admitted to a semi-boarding ethnic secondary school, students must be of primary and lower secondary school age within the school’s enrollment area as prescribed by the competent authority.

What are the duties and rights of teachers at semi-boarding ethnic secondary schools in Vietnam?

Under Article 12 of the Regulation on Organization and Operation of the semi-boarding ethnic secondary school issued together with Circular 03/2023/TT-BGDDT, teachers at semi-boarding ethnic secondary schools have the following duties and rights:

- Understand thoroughly the customs and psychological characteristics of local ethnic minority students.

- Apply appropriate teaching methods to the student population; participate in managing, educating, nurturing, and caring for semi-boarding students; and organize the implementation of specific educational content within the school.

- Receive training to enhance competency in ethnic knowledge, ethnic minority languages, management, education, nurturing, and caring methods for semi-boarding students, and organize the implementation of specific educational content within the school, and enjoy preferential policies as stipulated by the State.
