What are the preschool education management activities in Vietnam?
Under the contents of Articles 5, 6, and 7 of Decree 24/2021/ND-CP, the preschool education management activities in Vietnam are as follows:
(1) Enrollment activities
- Educational institutions conduct enrollment in accordance with the requirement to universalize preschool education for 5-year-old children, implement compulsory education for primary education, and meet the requirement to universalize secondary education as prescribed by law.
- Educational institutions that self-fund both regular and investment expenses, and those that self-fund regular expenses as per legal regulations, have the autonomy to determine the methods of enrollment, enrollment targets, enrollment subjects, and enrollment areas.
(2) Educational activities
- Educational institutions are empowered to decide on methods and forms of organizing educational activities that meet the objectives and requirements of the educational program, ensuring quality and efficiency.
- Educational institutions can actively collaborate with universities, research institutes, vocational education centers, enterprises, business households, organizations, individuals, and students' families to organize educational activities suitable to local conditions as prescribed by law.
(3) Management of Finances, Assets, Organization Structure, and Personnel
- The management of finances, assets, organizational structure, and personnel within the educational institution must meet the organizational requirements for educational activities as outlined in this Decree and comply with legal regulations on finance, assets, organizational structure, and personnel.
- Educational institutions can receive sponsorships from organizations and individuals to enhance the quality of education and develop the school, ensuring clear purposes for sponsorship and the proper, transparent use of sponsorships as regulated by law.
- Revenue from service fees supporting educational activities beyond tuition must meet the needs of the educational institution's learners and be implemented according to the resolution of the provincial People's Council, based on the proposal of the provincial People’s Committee consistent with the actual conditions of the locality.

What are the requirements regarding contents and methods of preschool education in Vietnam?
According to Article 24 of the Education Law 2019, the requirements regarding contents and methods of preschool education in Vietnam are as follows:
- The contents of preschool education must be suited to the psycho-physiological development of children; balanced between nurturing, caring and educating, with a view to helping children to develop physically, emotionally, intellectually and aesthetically and to know how to respect differences; suitable with different age groups and transferable to primary education.
- The methods of preschool education are prescribed as follows:
+ Junior kindergartens must enable children to proactively participate in activities and play, creating a bond between adults and children; stimulate the development of the senses, emotions and psycho-physiological functions;
+ Senior kindergartens must enable children to play, experience, explore and discover the surrounding environment in different ways, satisfying the needs and interests of children.
What are the regulations on the preschool education program in Vietnam?
Under Article 25 of the Education Law 2019, the preschool education program in Vietnam is regulated as follows:
1. The preschool education program shall satisfy the following requirements:
+ Reflect the objectives of preschool education;
+ Concretize the outcome requirements of different age groups, educational activities, methods and modes of organizing educational activities, educational environment and evaluation of the development of children;
+ Be consistent throughout the country and implemented flexibly, suitable with specific conditions of localities and institutions of preschool education.
2. The Minister of Education and Training shall establish the National Review Council for appraising curricula for preschool education to appraise the preschool education program. The council shall be composed of teachers, education managers, experienced and prestigious scientists in the field of education and representatives of relevant agencies and organizations. At least one-third of the council members must be teachers who are working in institutions of preschool education. The council and the council members shall be responsible for the appraisal of contents and quality.
3. The Minister of Education and Training shall promulgate the preschool education program after receiving the appraisals of the National Review Council for appraising curricula for preschool education; stipulate standards, compiling and editing processes of preschool education program; stipulate standards and selection of toys and learning materials used in institutions of preschool education; stipulate the duties, powers, operating methods, standards, number and structure of members of the National review council for appraising curricula for preschool education.
