Under Article 6 of the Regulations on enrollment for undergraduate and college programs in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, the priority policies in enrollment for undergraduate programs 2025 are stipulated as follows:

(1) Training institutions decide on one or several enrollment methods (entrance exam, admission, or a combination of entrance exam and admission), applicable to the entire institution or specific to certain programs, majors, fields, and training formats. A training program or major may use multiple enrollment methods simultaneously.

(2) Each enrollment method must specify assessment and admission criteria and how these criteria are combined to categorize, rank, and determine admission eligibility for candidates according to the requirements of the program or training major. assessment and admission criteria must be based on the foundational knowledge and core competencies required for the program or training major.

(3) For enrollment methods based on academic performance and exam results by subject (including cumulative grades of high school subjects, graduation exam scores, and other assessment results):

- The subject combination for admission must include at least 3 subjects relevant to the characteristics and requirements of the training program (with possible weighting for each subject), including mathematics or literature;

- A training program or major may use multiple subject combinations simultaneously, potentially with score differences among combinations when determining admission eligibility;

- No more than 4 subject combinations are used for a major or program unless the combinations only differ in the foreign language subject.

(4) For a training program or major with separate targets for each enrollment method or subject combination:

- The allocation of targets among methods and combinations must be justifiable and not disadvantageous to candidates choosing different methods or combinations;

- Changing or adding methods or combinations must be rational and not reduce the target allocation of any previously used method or combination by more than 30% (within the target structure of the major or program) unless announced at least one year before the registration opening.

(5) Training institutions are responsible for justifying the scientific and practical basis in determining the admission and enrollment methods, subject combinations, and target distribution; including analysis, assessment, and benchmarking of the academic performance of annually admitted students.

+ Regarding competition: Training institutions compete honestly, fairly, and healthily in enrollment according to the competition law.

- Transparency to society

+ Regarding information transparency: Training institutions are responsible for announcing full, clear, and promptly admission information through appropriate media to allow society and state management agencies to oversee;

+ Regarding accountability: Training institutions are responsible for reporting upon request by state management agencies and properly explaining to society about major issues causing public concern.
