Based on Article 25 of the Education Law 2019:
Preschool Education Program
- The preschool education program must ensure the following requirements:
a) Reflect the objectives of preschool education;
b) Specify the requirements to be achieved at each age, educational activities, methods, forms of organizing educational activities, educational environment, and the evaluation of children's development;
c) Ensure uniformity nationwide and be flexibly organized, suitable for the specific conditions of localities and preschool education institutions.
- The National Council for Appraisal of the Preschool Education Program is established by the Minister of Education and Training to appraise the preschool education program. The Council comprises educators, educational management officials, scientists with experience and reputation in education, and representatives of relevant agencies and organizations. At least one-third of the Council members must be educators currently teaching in preschool education. The Council and its members are responsible for the content and quality of the appraisal.
- The Minister of Education and Training promulgates the preschool education program after the appraisal by the National Council for Appraisal of the Preschool Education Program; prescribes the standards and process for compiling and revising the preschool education program; prescribes the standards and selection of toys and learning materials used in preschool education institutions; prescribes the tasks, powers, operating methods, standards, number, and structure of the National Council for Appraisal of the Preschool Education Program.
Thus, according to the above regulations, the preschool education program must meet the following requirements:
- Define the objectives of preschool education.
- Specify the requirements to be achieved for each age, educational activities, methods, and forms of organization, educational environment, as well as ways to evaluate children's development.
- Ensure nationwide uniformity while organizing implementation flexibly, suited to the specific conditions of each locality and preschool education institution.
What are requirements of methods for preschool education in Vietnam?
Based on Article 24 of the Education Law 2019:
Requirements on content and methods of preschool education
- The content of preschool education must be appropriate for the psychological and physiological development of children; harmonizing protection, care, and nurturing with children's education; comprehensive development in physical, emotional, social skills, intellect, and aesthetics; respecting diversity; suitable for different ages and linked to primary education.
- The methods of preschool education are prescribed as follows:
a) Nursery education must create favorable conditions for children to actively participate in activities, play, build bonds between adults and children; stimulate sensory, emotional, and psychological functions development;
b) Preschool education should provide opportunities for children to play, experience, explore the surrounding environment in various forms, catering to their needs and interests.
Thus, according to the regulation, the preschool education methods must address the following issues:
- Preschool education needs to create conditions for children's spiritual development.
- Nursery education must actively engage children in activities and play to stimulate the development of their senses, emotions, and psychological functions.

What are types of preschool education institutions in Vietnam?
According to Article 26 of the Education Law 2019, preschool education institutions include:
- Nurseries, independent groups for children from 03 months old to 03 years old;
- Kindergartens, independent kindergarten classes for children from 03 years old to 06 years old;
- Preschools, independent preschool classes that combine nursery and kindergarten, for children from 03 months old to 06 years old.
Does the State prioritize the development of preschool education in mountainous areas in Vietnam?
Based on Article 27 of the Education Law 2019:
Policy for the development of preschool education
- The State has policies for investing in preschool education development; priority is given to developing preschool education in mountainous areas, islands, areas of ethnic minorities, areas with exceptionally difficult socio-economic conditions, and locations with industrial zones.
- The State has policies to encourage organizations and individuals to invest in developing preschool education to meet social needs.
- The Government of Vietnam prescribes the details of this Article.
Thus, according to the regulation, the State has policies to invest in preschool education development. Priority is given to developing preschool education in mountainous areas, islands, areas of ethnic minorities, areas with exceptionally difficult socio-economic conditions, and locations with industrial zones.
