What are the regulations on the method of enrollment for lower secondary education in Vietnam?

Method of enrollment for lower secondary education
1. Every year, enrollment for lower secondary education shall be organized once.
2. Enrollment for lower secondary education is conducted through the admission method.
3. Admission criteria are specifically guided by the Department of Education and Training to ensure fair, objective, transparent admission suitable to the local practical situation.
For lower secondary schools, multiple-level secondary schools including the lower secondary level (hereinafter referred to as lower secondary schools) affiliated with parent universities, universities, or research institutes, the admission criteria are guided by the supervisory parent university, university, or research institute or implementing according to the guidance of the Department of Education and Training where the school is located.
Thus, enrollment for lower secondary education is conducted through the admission method.

What is the process for enrollment for lower secondary education in Vietnam?
Under Article 7 of the Regulation on Enrollment for lower and upper secondary education issued under Circular 30/2024/TT-BGDDT, the process for enrollment for lower secondary education in Vietnam is as follows:
Step 1: The Chairman of the district-level People's Committee approves the enrollment plan for lower secondary education. The enrollment plan for lower secondary education includes the following basic contents:
- Subjects of enrollment;
- Enrollment target and area; admission criteria;
- Time for admission and announcement of enrollment results.
- The enrollment plan for lower secondary education is announced before March 31 each year.
For lower secondary schools under parent universities, universities, or research institutes, the enrollment plan for lower secondary education is directly managed and decided by the Director of the parent university, the Principal of the university, or the Director of the research institute after agreeing with the Department of Education and Training where the school is located.
Step 2: Under the approved enrollment plan for lower secondary education, the Enrollment Council for lower secondary education constructs and publicly announces the school's enrollment plan; organizes the registration for enrollment, and acceptance, and prepares enrollment registration content.
Step 3: The Enrollment Council for lower secondary education organizes the admission according to the approved enrollment plan; and proposes the list of admitted students to the school Principal for submission to the Head of the Department of Education and Training for approval.
For lower secondary schools under parent universities, universities, or research institutes, the list of admitted students is directly managed and approved by the Director of the parent university, the Principal of the university, or the Director of the research institute.
Note:
Each lower secondary school establishes 01 (one) Council for enrollment for lower secondary education per enrollment year, determined by the Head of the Department of Education and Training, comprising: the Chairman who is the Principal or Vice Principal; the Vice-Chairman who is the Vice Principal or a Department Head; the secretary and members are school teachers, staff.
For lower secondary schools under parent universities, universities, or research institutes, the Council for enrollment for lower secondary education is directly established by the Director of the parent university, the Principal of the university, or the Director of the research institute (Clause 1, Article 6 of the Regulation on Enrollment for lower and upper secondary education issued under Circular 30/2024/TT-BGDDT).
What are the responsibilities of the Department of Education and Training in enrollment for lower secondary education in Vietnam?
Under Article 20 of the Regulation on Enrollment for lower and upper secondary education issued under Circular 30/2024/TT-BGDDT, the responsibilities of the Department of Education and Training in enrollment for lower secondary education are as follows:
- Develop and submit to the provincial People's Committee a decision to establish a Steering Committee for enrollment for lower secondary education and approve the enrollment for lower secondary education plan within their management scope.
- Guide lower secondary schools within their management scope in conducting the enrollment for lower secondary education.
- Decide to establish enrollment councils for lower secondary education and approve enrollment results within their management scope.
- Organize inspection and supervision of enrollment for lower secondary education within their management scope.
- Store enrollment documents for lower secondary education as required by law.
- Conduct statistics, provide information, and report on the enrollment for lower secondary education when requested by competent authorities.
