What are the regulations on the 5 stages of developing a preschool education program in Vietnam?
The standards, procedures for developing, and revising the preschool education program; regulations on the duties, powers, organization, and operation; standards, number, and structure of the members of the National Council for Appraisal of the Preschool Education Program (hereinafter referred to as the Appraisal Council) are regulated in Circular 49/2020/TT-BGDDT.
According to Article 5 of Circular 49/2020/TT-BGDDT, the 5 stages of developing the preschool education program will be implemented in the following order:
Stage 1. Evaluation of the current preschool education program.
Stage 2. Orientation for developing a preschool education program.
Stage 3. Drafting the preschool education program.
Stage 4. Piloting and adjusting the preschool education program.
Stage 5. Appraisal and issuance of the preschool education program.

What are requirements for developing a preschool education program in Vietnam?
According to Article 25 of Law on Education 2019, the preschool education program must meet the following requirements:
Requirement (1): Reflect the goals of preschool education;
Requirement (2): Specify the requirements to be achieved at each age, educational activities, methods, forms of organizing educational activities, educational environment, and assessment of children's development;
Requirement (3): Be consistent nationwide and flexibly implemented, appropriate to the specific conditions of localities and preschool educational institutions.
In addition, the National Council for Appraisal of the Preschool Education Program is established by the Minister of Education and Training to appraise the preschool education program.
The Council consists of educators, educational administrators, scientists with experience and reputation in education, and representatives of relevant agencies and organizations.
The Council must have at least one-third of its total members as educators currently teaching in preschool education.
The Council and its members are responsible for the content and quality of the appraisal.
The Minister of Education and Training issues the preschool education program after it has been appraised by the National Council for Appraisal of the Preschool Education Program; regulates the standards, process of developing, and revising the preschool education program; regulates the standards and selection of toys and teaching materials used in preschool education institutions; regulates the duties, powers, operational methods, standards, number, and structure of the members of the National Council for Appraisal of the Preschool Education Program.
Thus, when developing a preschool education program, the above three requirements must be ensured.
Moreover, the development of the preschool education program must also ensure the principles of developing the preschool education program as specified in Article 3 of Circular 49/2020/TT-BGDDT, specifically as follows:
- Thoroughly grasp the policies and viewpoints of the Communist Party and comply with the Constitution and laws; ensure consistency between the issuance of the program and related regulations.
- Ensure scientific accuracy; balance between protecting, caring, nurturing, and educating children; uniformly implement nationwide while ensuring development suitable to the practical conditions of preschool education institutions, localities, and regions.
- Ensure continuous development, connectivity between age groups, developmental fields, and linkage with the general education program.
- Inherit the advantages of the current program while selectively adopting the experiences of countries with advanced education systems; meet the requirements of international integration.
What are the standards of the preschool education program in Vietnam?
According to Article 4 of Circular 49/2020/TT-BGDDT, the standards of the preschool education program include:
(1) The perspective on developing the preschool education program is based on the provisions of the Law on Education 2019, the directives of the Communist Party, and the State's policies on innovating the preschool education program.
(2) The objectives of the preschool education program must ensure the comprehensive development of preschool children in terms of physical, emotional, intellectual, aesthetic, and language aspects, shaping the initial elements of personality, and preparing children for primary school.
(3) The content of the preschool education program must ensure core values applicable to all children while creating opportunities for children to access educational content that meets diverse educational needs, suitable to the economic and social development conditions of localities and schools to improve education quality; ensure there is no social bias regarding gender, ethnicity, religion, occupation, age, social status; be suitable for children's psychological development.
(4) The methods of care, nurturing, and education in kindergarten must facilitate active participation, play, and emotional interaction with adults; stimulate sensory, emotional, and psychological development functions; in preschool must create conditions for children to play, experience, explore the surrounding environment in various forms, meeting children's needs and interests.
(5) The requirements to be met by children at the end of each age stage must concretize the program's objectives, ensure scientific accuracy, and be suitable for children's psychological development.
(6) The duration of the preschool education program is designed to be suitable for Vietnam's economic, cultural, and social conditions.
(7) The preschool education program must provide guidance on educational activities, forms of organizing educational activities, educational environment, and assessment of children's development.
(8) The preschool education program must have requirements for ensuring the quality of the program's implementation at preschool education institutions, including: organization and management of the school; education managers, teachers, and staff; facilities, educational equipment, toys, learning materials, supplies, documents; cooperation between preschool education institutions and families, communities.
(9) There are regulations on developing the school's educational program in connection with the culture and practical conditions of the preschool education institution and locality.
(10) Key terms (if any) are explained; the format and presentation techniques ensure current regulations.
Thus, the preschool education program must meet the above (10) standards.
