The Vietnam Ethnic Minority Guest House has the following duties and powers:
(1) Welcoming and serving delegations organized by Party committees and local authorities to visit and work with the Committee for Ethnic Minority Affairs, including the following main components:
- Heroes of the Armed Forces, Heroes of Labor, Heroic Mothers of Vietnam, veteran revolutionary cadres;
- Representatives of households with meritorious services to the revolution, households of war invalids and martyrs, poor ethnic minority households;
- Key officials, dignitaries, intellectuals, village elders, village heads, people of typical prestige, religious dignitaries among ethnic minorities;
- Students and students who are ethnic minorities have excellent academic achievements in their localities, universities, colleges, and professional and vocational schools.
- Other subjects decided by the Minister, the Chairman of the Committee for Ethnic Minority Affairs (hereinafter referred to as the Minister, the Chairman).
(2) Coordinating with departments and units under the Committee for Ethnic Minorities to organize meetings and conferences of the Committee for Ethnic Minorities; catering, accommodation, and other services for guests and delegates attending the meeting.
(3) Coordinating with the Office of the Committee, the Department of Ethnic Minorities to serve the meeting and welcome the delegations of prestigious people from ethnic minorities in the locality to visit and work at the agency of the Committee for Ethnic Minorities; guiding and creating favorable conditions for delegations to visit scenic spots in Hanoi's capital or other localities at the request of the delegation.
(4) Vietnam Ethnic Minority Guest Houses are allowed to use facilities, capital and labor to organize business and service activities such as accommodation and meals; activities of travel agencies, tour business, travel and support services, related to the promotion and organization of tours; event organization services; parking services; wholesale and retail services of departmental goods; services of renting houses, renting halls, locations, offices and organizing other business and service activities as prescribed by law to create sources of reinvestment, repair and maintenance of physical facilities; improve the lives of civil servants, public employees and employees but must ensure that it does not affect the assigned political tasks.
(5) Joint venture, association, and investment cooperation with organizations and individuals at home and abroad to provide services to meet the needs of society in accordance with the law; participation in the bidding for the provision of public non-business services suitable to the specialized fields of the unit assigned by the competent authority.
Entering into joint venture, association, and investment cooperation with qualified domestic and foreign organizations and individuals to perform the task of cooperation and investment in building Ethnic hotels in Hanoi and other localities under the direction of the Minister, Chairman of the Ethnic Minority Committee.
(6) Vietnam Ethnic Minority Guest House is the investor in the construction, renovation, and repair investment projects of the Vietnam Ethnic Minority Guest House and is responsible for organizing the implementation in accordance with the provisions of law.
(7) Management of organizational apparatus, payroll; implementation of the salary regime and regimes and policies on treatment, reward, and discipline for civil servants, public employees, and employees according to the provisions of law; and decentralization of management by the Minister, the Chairman.
(8) Every year, develop a financial plan, a business-service plan, send it to the Department of Planning and Finance for appraisal, and submit it to the Minister, the Chairman of the Committee for comments for implementation; fully comply with the obligations towards the State and enjoy the benefits as prescribed by law. Follow the reporting regime as prescribed.
(9) Financial management, assigned assets, and capital preservation according to regulations; In case of using state property to contribute capital to a joint venture, association, or investment cooperation, the Vietnam Ethnic Minority Guest House must report it to the Minister or Manager for consideration and decision.
(10) Develop a project to establish a Management Council in accordance with the provisions of Circular 03/2016/TT-BNV of the Ministry of Home Affairs guiding on the establishment and operation of the Management Council in public non-business units and the guidance of the Committee for Ethnic Minorities, send it to the Department of Organization and Personnel for appraisal and submission to the Minister and the Chairman for the establishment and approval of the Regulation on the operation of the Management Council.
(11) Ensuring security, order, and safety of people and property of guests and of public servants, public employees, and employees of the unit; ensuring food safety and hygiene, fire prevention and fighting safety; constantly improving the material and spiritual lives and professional qualifications of civil servants, public employees, and employees of the Vietnam Ethnic Minority Guest House.
(12) Perform other tasks assigned by the Minister, the Chairman.

Vietnam Ethnic Minority Guest House is a self-financed public non-business unit, self-financed for recurrent expenses; The financial management operation mechanism complies with the provisions of Decree 16/2015/ND-CP stipulating the autonomy mechanism of public non-business units and current guiding documents.
Assign the Financial Planning Department to assume the prime responsibility and coordinate with the Organization and Personnel Department to guide and inspect the Vietnam Ethnic Minority Guest House in its implementation. If any problems arise, they shall make a written report to the Minister, the Chairman of the Committee for consideration and decision.
