The organizational system of the Border Guard according to Article 3 of Decree 106/2021/ND-CP, is as follows:
- Border Guard Command:
+ Border Guard Command agencies include: General Staff; Department of Politics; Reconnaissance Department; Department of Drug and Crime Prevention; Border Gate Department; Logistics Department; Technical Department;
+ Units under the Border Guard Command include: Border Guard Navy; Border Guard Information Brigade; Border Institute; Border Guard College; Border Guard Intermediate School 24; Training - mobile center;
+ Agencies and units specified in Points a and b, Clause 1, Article 3 of Decree 106/2021/ND-CP have affiliated units.
- Border Guard Command of provinces and centrally run cities:
+ Border Guard Command agencies of provinces and centrally run cities include: Staff Department; Political Department; Reconnaissance Department; Department of Drug and Crime Prevention; Logistics Department; Technical Department;
+ The agency specified in Point a, Clause 2, Article 3 of Decree 106/2021/ND-CP has affiliated units.
- Border Guard Station; Port Border Guard Command; Border Guard Squadron
+ Border Guard Station includes: Armed Forces; Mass Mobilization Team; Reconnaissance Team; Drug and Crime Prevention Team; Administrative Control Team; Staff - Administrative Team; Boat Team; Border Guard Station;
+ Border Guard Command Board includes: Staff; Political Committee; Reconnaissance Department; Department of Drug and Crime Prevention; Logistics - Technical Department; Administrative Team; Procedures Team; Boat Team; Border Guard Station;
+ Border Guard Squadron includes: Staff - Administrative Team; Border Patrol Team.
- Functions, tasks, powers, and working relationships of agencies and units of the Border Guard according to the provisions of the law and the Ministry of National Defense.
- Authority to establish, reorganize, split, merge, change names, and dissolve agencies and units of the Border Guard:
+ The establishment, reorganization, separation, merger, change of name, and dissolution of the Border Guard Command are decided by the Government;
+ The establishment, reorganization, separation, merger, change of name, dissolution of agencies and units under Clause 1, Clause 2, and Clause 3 of Article 3 of Decree 106/2021/ND-CP decided by the Minister of National Defense.
Preferential policies and special regimes for officers and soldiers of the Border Guard according to Article 4 of Decree 106/2021/ND-CP are as follows:
- Officers, professional soldiers, workers, and defense officials of the Border Guard who perform the task of protecting borders and islands for 5 years or more
If there is a need to move your family to settle down for a long-term life in border areas or islands, the local government where you move will be given priority in allocating residential land according to the provisions of the land law, including support for accommodation, family housing, employment for spouses of officers, professional soldiers, workers, and defense officials of the Border Guard, and other benefits and policies according to the law.
- Officers and soldiers of the Border Guard, in addition to enjoying salaries, allowances, and other policies in the Army, also enjoy allowances for the responsibility of protecting borders and islands while directly performing the task of managing and protecting borders and islands.
- Officers, professional officers, military personnel, workers, and civil servants of the Border Guard under the Ministry of National Defense who have been continuously working in border areas, islands, and archipelagos for a period of at least 5 years are entitled to long-term border duty allowances and island duty allowances on a monthly basis. In cases where the regime of long-term border duty allowances and island duty allowances is stipulated in multiple documents, they shall only receive the highest level of that regime and policy.
- Professional officers and military personnel of the Border Guard, when assigned as border commune officers in areas with particularly difficult economic and social conditions, are entitled to additional allowances for concurrent positions and an annual health training regime as prescribed by law.
