Below are the new regulations on the organizational structure of the Office under the High People's Court in Vietnam from January 1, 2025.

On December 31, 2024, the Chief Justice of the Supreme People's Court issued Circular 03/2024/TT-TANDTC stipulating the organizational structure, functions, tasks, and powers of the Office and Bureau under the High People's Court.

According to Clause 2, Article 2 of Circular 03/2024/TT-TANDTC, the organizational structure of the Office under the High People's Court includes:

- The Office consists of the Chief of Office, Deputy Chief of Office, Department Heads, Deputy Department Heads, People's Court Judges, Court Examiners, Court Secretaries, other officials, and laborers;

- Units under the Office include: Administrative - Judicial Department, Personnel Organization Department, and Accounting - Administration Department.

Functions, tasks, and powers of the Office under the High People's Court in Vietnam from January 1, 2025

(1) Functions of the Office under the High People's Court

The Office under the High People's Court functions as an advisory body to assist the Communist Party Committee and the Chief Justice of the High People's Court in organizational building for the Communist Party, personnel work, emulation, and reward according to the delegation of authority; judicial administration, office management, and ensuring finances, equipment, and working conditions to serve the operations of the High People's Court.

(2) Tasks and Powers of the Office under the High People's Court

The Office performs the following tasks and powers:

- Carry out administrative tasks, document management, and seal management according to the law and Supreme People's Court regulations;

- Receive and process documents, petitions, requests for cassation, and retrials; receive and handle cases within the jurisdiction; monitor and expedite the resolution of complaints and letters;

- Organize adjudication activities and citizen reception activities according to regulations;

- Develop work plans, programs, statistics, aggregate and report the organization and operating conditions of the High People's Court as per regulations;

- Monitor and urge units to carry out tasks assigned by the Chief Justice of the High People's Court;

- Perform tasks in Communist Party building and personnel work according to regulations and personnel management delegation;

- Arrange and structure officials according to job positions; assess officials and employees as per regulations; implement plans of the Supreme People's Court regarding personnel rotation, training, and development;

- Implement policies for officials and employees according to the delegation; emulation and reward activities as per regulations;

- Resolve complaints and denunciations according to the law on complaints and denunciations;

- Conduct financial, accounting tasks ensuring effective management and use of finances as per regulations;

- Manage assets, facilities; ensure equipment, working conditions; conduct security, order, safety, fire prevention, firefighting, and healthcare tasks of the High People's Court;

- Manage and operationalize means for the activities of the High People's Court as per regulations;

- Conduct archival work, exploit files and professional documents as per regulations;

- Review, search, verify, and provide information on judicial backgrounds according to the judicial record law;

- Organize and implement information technology applications; exploit the Electronic Information Portal and databases for management and operational purposes of the Chief Justice of the High People's Court;

- Actively monitor information, capture public opinion, and reflect on the organization and activities of the High People's Court;

- Execute other tasks and powers as assigned by the Chief Justice of the High People's Court.
