1. Dossier and procedures for awarding the title of National Emulation Fighter in 2025 in Vietnam

According to Article 33 of Decree 98/2023/ND-CP, the dossier and procedures for the award of the title “National Emulation Fighter” are as follows:

- The Ministry of Home Affairs appraises the dossier, reports to the Standing Committee of the Central Emulation and Commendation Council, and seeks opinions from relevant agencies as prescribed; based on conditions and standards, submits to the Prime Minister of the Government of Vietnam for consideration and decision to award the title “National Emulation Fighter”.

- The dossier submitted to the Prime Minister of the Government of Vietnam includes 01 set (original) consisting of:

+ Proposal from the ministry, agency, province;

+ Achievement report of the individual proposed for the title “National Emulation Fighter” with confirmation from the level presenting to the Prime Minister of the Government of Vietnam;

+ Meeting minutes and voting results of the Emulation and Commendation Council of the ministry, agency, province;

+ Certification or confirmation from the head of the ministry, agency, province on innovations that have been effectively applied and capable of nationwide replication, or possessing scientific topics, projects, or works that have been accepted and effectively applied nationwide; certification or confirmation from the Minister of National Defense, Minister of Public Security about strategies and creativity in combat, serving combat with nationwide influence;

+ Related documents as prescribed in Article 30 of Decree 98/2023/ND-CP (if any).

- The dossier that the Ministry of Home Affairs submits to the Prime Minister of the Government of Vietnam includes: The Ministry of Home Affairs' proposal accompanied by a list of commendation recommendations and electronic files of the commendation dossier.

2. Dossier for the proposal of Ministry, agency, provincial Emulation Fighter titles, “Grassroots Emulation Fighter” and other emulation titles

The dossier for the proposal of ministry, agency, provincial emulation fighter titles, “Grassroots Emulation Fighter” and other emulation titles according to Article 34 of Decree 98/2023/ND-CP is as follows:

- Titles such as Ministry, Agency, Provincial Emulation Flag, Ministry, Agency, Provincial Emulation Fighter, “Grassroots Emulation Fighter,” “Advanced Labor,” “Advanced Fighter,” “Excellent Labor Collective,” “Victorious Unit,” “Advanced Labor Collective,” “Advanced Unit” are awarded annually. The dossier and procedures for awarding these titles are implemented according to the regulations in Clause 1, Article 84 of Law on Emulation and Commendation 2022.

- The dossier for proposing emulation titles includes:

+ Proposal for emulation title award;

+ Achievement report of the individual or collective;

+ Emulation review minutes of the Emulation and Commendation Council at the recommending level or Emulation review minutes and voting results of the Emulation and Commendation Council at the recommending level in case of proposing titles “Grassroots Emulation Fighter,” ministry, agency, provincial emulation fighter, ministry, agency, provincial emulation flag;

+ Certification or confirmation from competent authorities regarding innovations or scientific topics, projects, works, or outstanding task performance or strategies and creativity in combat, serving combat in the case of proposing “Grassroots Emulation Fighter” titles; Certification or confirmation from the head of the ministry, agency, province about innovations that have been effectively applied and capable of replication within the ministry, agency, province or scientific topics, projects, works that have been accepted and effectively applied with influence within the ministry, agency, province or strategies and creativity in combat, serving combat with influence in the entire army or the entire people's police force in the case of proposing ministry, agency, provincial emulation fighter titles.

- Proposals for awarding ministry, agency, provincial emulation flags for collectives leading the thematic emulation movements launched by the ministry, agency, province with implementation time from 03 years or more when summarizing the movement is conducted according to the guidance of the ministry, agency, province.
