On January 6, 2025, the Ministry of Finance of Vietnam issued Official Dispatch 144/BTC-TCCB regarding exchange of professional matters.
After review and consideration, the Ministry of Finance provides the following guidelines:
* Regarding the implementation of code transfer for accounting public employee:
Pursuant to Clause 1, Article 8 of Circular 66/2024/TT-BTC dated September 6, 2024, in order to practice thriftiness and avoid administrative procedure generation, units should consider not immediately implementing the conversion of job title codes, specifically not issuing administrative decisions to rename accounting job title codes for each public employee from codes (06.030, 06.031, 06.032) to codes (V.06.030, V.06.031, V.06.032). When conducting subsequent personnel organization tasks for public employees (salary increment, retirement with social insurance benefits, professional rank promotion for public employees, appointment, reappointment, transfer, change of position, planning...), units shall combine the renaming of public employee professional titles with conducting personnel organization tasks for public employees.
* Regarding salary arrangement for accounting public employees:
- According to the provisions of Clause 3, Article 64 of Decree 115/2020/ND-CP dated September 25, 2020, by the Government of Vietnam and Point c Clause 38 Article 1 of Decree 85/2023/ND-CP dated December 7, 2023, by the Government of Vietnam amending and supplementing several articles of Decree 115/2020/ND-CP dated September 25, 2020, regarding the recruitment, usage, and management of public employees, the Government of Vietnam did not assign ministries and central authorities to conduct salary arrangement guidance for public employee professional titles.
The Ministry of Finance requests the Departments of Home Affairs of provinces and centrally governed cities to study Decree 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials and public employees and armed forces, Decree 17/2013/ND-CP dated February 19, 2013 amending and supplementing Decree 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials and public employees and armed forces, Circular 02/2007/TT-BNV dated May 25, 2007, by the Ministry of Home Affairs guiding the salary arrangement upon rank elevation, rank transfer, type transfer for officials and public employees and other related current regulations on salary arrangement for accounting public employees ensuring legal conformity.
- Regarding the salary arrangement transfer for accounting public employees who do not meet the standards and conditions:
Based on Clause 1, Section II of Circular 02/2007/TT-BNV, the Departments of Home Affairs of provinces and centrally governed cities shall conduct the salary arrangement transfer for public employees when they meet the standards and conditions according to public employee professional titles. In the case that by July 18, 2027 (the expiration date of 5 years from the effective date of Circular 29/2022/TT-BNV dated June 3, 2022 by the Ministry of Finance), public employees do not complete the standards regarding training level required by the professional title of the public employee specialized in accounting, the staff streamlining shall be conducted according to legal regulations.
Pursuant to Article 15 of Decree 115/2020/ND-CP and Article 1 of Decree 85/2023/ND-CP, the procedure of public employee recruitment organization is regulated as follows:
(1) Establish a Recruitment Council by decision of the head of the agency or unit with recruitment authority.
(2) Establish an Examination Committee for Recruitment Application Forms by decision of the Chairman of the Recruitment Council no later than 5 working days from the establishment of the Recruitment Council.
In cases where applicants do not meet the conditions and standards for recruitment, no later than 5 working days from the conclusion of the Examination Committee's review of Recruitment Application Forms, the Recruitment Council is responsible for sending a written notice to the recruitment applicants according to the address they have registered.
(3) Organize Recruitment Exams
- The Recruitment Council announces the list and summons candidates who meet the conditions and standards to participate in Round 1 exams, simultaneously posting it on the electronic information page or portal and publicly listing it at the workplace of the agency or unit with recruitment authority. No later than 15 days from the notice of summons to the candidates participating in Round 1, the Recruitment Council must conduct Round 1 exams.
- Organize Round 1 Exams: Candidates are informed of Round 1 results immediately after the examination time ends. No re-assessment of Round 1 exam results is conducted.
- Organize Round 2 Exams:
No later than 5 working days from the conclusion of Round 1 exam grading, the Recruitment Council must list and announce the summons for candidates eligible for Round 2 exams, posting it on the electronic information page or portal and publicly listing it at the workplace of the agency or unit with recruitment authority.
No later than 15 days from the notice of summons to the candidates participating in Round 2, the Recruitment Council must conduct Round 2 exams.
In cases where the recruitment authority agency or unit organizes Round 2 exams in written form, grading and re-assessment are conducted as stipulated in the organization of Round 1 exams mentioned above. No re-assessment of Round 2 exam results by oral or practical form is conducted.
(4) Organize Selection:
- No later than 5 working days after the completion of condition and standard verification of candidates in Round 1, the Recruitment Council must list and announce the summons for candidates eligible for Round 2 selection, posting it on the electronic information page or portal and publicly listing it at the workplace of the agency or unit with recruitment authority;
- No later than 15 days from the notice of summons to candidates participating in Round 2, the examination must be organized according to the regulations mentioned above.
