1. Location and functions of the National Convention Center in Vietnam

- National Convention Center is a public service unit under the Government Office; is the venue for important political events of the Party and State, diplomatic activities, domestic and international meetings and conferences of the Government, Prime Minister, Government Office, conferences, and other activities of Party agencies, the National Assembly, ministries, branches, and localities.

- The National Convention Center is a unit with legal status, has its own seal, and is allowed to open accounts at the State Treasury and banks.

The National Convention Center's international transaction name in English is National Convention Center (abbreviated as NCC).

2. Tasks and powers of the National Convention Center in Vietnam

The tasks and powers of the National Convention Center in Vietnam are specified in Article 1 of Decision 1275/QD-TTg of 2011, including:

- Preside and coordinate with relevant agencies and units to submit to the Minister, Head of the Government Office (hereinafter referred to as Minister, Head) for approval according to authority or submit to the Prime Minister for approval important plans, projects, and schemes of the National Convention Center and coordinate with relevant agencies to organize implementation after being approved by competent authorities according to the provisions of law.

- Preside and coordinate with relevant agencies and units to compile procedures for organizing Party and State Conferences, domestic and international conferences held at the National Convention Center.

- Preside and coordinate with departments, bureaus, units under the Government office, and relevant agencies to ensure confidentiality, security, and safety for the activities of Party and State Leaders held at the National Conference Center.

- Preside and coordinate with Departments, Bureaus, units under the Government office, and relevant agencies to develop operating regulations and financial management regimes for the Center and submit them to the Minister and Chairman for signature and promulgation.

- Organize travel, accommodation, and meeting activities at the National Convention Center for domestic and international guests; provide services related to the above activities according to the provisions of law.

- Take advantage of facilities and labor to operate business and accommodation services for domestic and international guests according to the provisions of law and carry out revenue-generating service activities according to financial management regulations in accordance with the provisions of law to effectively use and reinvest existing facilities on the principle of not affecting the Center's assigned political tasks.

- Coordinate and exchange expertise and skills on organizing conferences and seminars with agencies, units, and localities.

- Manage and implement assigned investment and construction projects according to the provisions of the law.

- Research and apply scientific and technical advances in ensuring upgrading and preventing deterioration of construction systems and technical equipment to improve the operational efficiency of the National Convention Center.

- Carry out international cooperation to improve service quality and human resource quality in assigned areas of activity according to the provisions of law.

- Manage organizational structure and payroll; implement salary regimes, professional training, and other remuneration, reward, and disciplinary policies according to regulations for civil servants, public employees, and employees of the Center.

- Management and use of assigned assets; allocated funds, and other financial sources according to the provisions of law.

- Perform other tasks and powers when assigned by the Prime Minister, the Minister, and the Chairman.
