In the National Action Plan for digital economy development in Vietnam for the period 2024-2025, the Prime Minister of Vietnam outlined the tasks and solutions to implement this Plan.

On November 20, 2024, the Prime Minister of the Government of Vietnam issued Decision 1437/QD-TTg regarding the National Action Plan for digital economy development in Vietnam for the period 2024-2025.

National Action Plan for digital economy development in Vietnam for the period 2024-2025

The National Action Plan for digital economy development in Vietnam for the period 2024-2025 sets out the following tasks and solutions:

(1) Development of the digital economy ICT

Develop the information technology industry to become a foundational industry to promote the digital economy. Strong digital technology enterprises are the advanced production force to develop the digital economy ICT and promote the digital economy in various sectors and fields.

- Develop digital infrastructure and broadband mobile infrastructure aimed at popularizing and enhancing connection quality. Continue to review, list new under-covered areas, and implement full coverage for all remaining under-covered areas.

- Develop digital utility infrastructure and digital technology such as services, focusing on platforms: Digital identification; digital authentication; digital payment, digital invoices; data integration, sharing; digital document authentication; digital signatures and digital signature authentication to provide soft infrastructure for individuals and businesses to perform core functions of digital transactions and promote the consumption of products and services in the digital environment.

- Research, amend, and supplement regulations in Decree 154/2013/ND-CP of the Government of Vietnam to facilitate the development of concentrated information technology industrial zones, create a development space for enterprises in the digital technology field, especially in localities with good information technology human resources, green renewable energy infrastructure, and favorable climate and transportation infrastructure.

(2) Development of digital data

- Accelerate the readiness of high-quality data sets and promote data circulation, sharing, and opening

Build and issue regulations on the database categories of ministries, ministerial-level agencies, agencies under the Government of Vietnam, and provincial People's Committees, including details: Database name; purpose, scope, content of each database; data collection, updating mechanisms, data source collection for each database; listing data categories, including open data and shared data,

- Promote data opening, integration, reuse, circulation and improve efficiency through innovation based on data

Research to update national standards on data quality; research and propose applying the controlled experimental mechanism "sandbox" for establishing data ownership, management, processing, and distribution.

(3) Development of digital economy sectors and fields

- Digital transformation of all sectors and fields, focusing on enterprises, creating new growth drivers based on data, digital technology, and innovation, enhancing management capacity, particularly in operating socio-economic infrastructure systems, managing enterprise operations, creating new business models. Promote the demand for product and service consumption in the digital environment.

- Give priority to focusing on several key sectors and fields in which Vietnam has significant potential and room for digital economy development, including Wholesale, retail trade; Agriculture; Processing and manufacturing industries; Tourism; Logistics.

- Issue measurement criteria for the degree of digital transformation in priority fields; regularly update the measurement criteria for the degree of digital transformation to match actual development and propose solutions to promote the degree of digital transformation attached to measurement criteria;

- Pilot breakthrough policies, focusing on key digital economy sectors and fields. Build databases, data warehouses and enhance data opening to promote innovation in sectors and fields. Boldly explore, pilot, intensify the innovation of digital economic models, promptly summarize practical experiences to popularize, and replicate successful models.

(4) Digital governance

- Implement a pilot at ministries, central authorities, and local authorities, then expand the virtual assistant platforms supporting officials in legal document drafting, public service execution; support citizens in legal matters and other virtual assistants.

- Improve the data-driven operating model through the Intelligent Operation Center (IOC) to be popularized to localities.
