According to Article 14 of Decree 61/2015/ND-CP, the entities eligible for vocational training include:
The young people completing military service, police duties or youth volunteer completing programs and projects in terms of socio-economic development shall be eligible for vocational training if they meet all requirements prescribed in Article 15 of Decree 61/2015/ND-CP.
According to Article 15 of Decree 61/2015/ND-CP, the entities upon completing military service, police duties shall be eligible for vocational training if they meet all requirements below:
- They apply for vocational training with a period of 12 month from the date on which they complete their military service, police duties; or programs and projects in terms of socio-economic development;
- They have not received any other support for vocational training funded by government budget from the date on which they complete their military service, police duties; or programs and projects in terms of socio-economic development.
The content and level of vocational training support upon completing military service, police duties according to Clause 1, Article 3 of Circular 43/2016/TT-BLDTBXH are as follows:
- Young people who require elementary vocational training fully meet the conditions outlined in Article 15 of Decree 61/2015/ND-CP and are issued vocational training cards by competent agencies (hereinafter referred to as "the card"):
Shall be accepted by vocational education institutions as specified in Clause 2, Article 2 of Circular 43/2016/TT-BLDTBXH, organize elementary-level vocational training, and support the following contents:
+ Training support expenses as specified in Article 10 of Circular 152/2016/TT-BTC governing the management and use of funding to support primary level training and training lasting less than three months;
+ Food and travel allowances are specified in Points b and c, Clause 2, and Article 7 of Circular 152/2016/TT-BTC, which governs the management and use of funds for elementary and junior level training lasting less than three months.
Prioritize expenses for training support within the maximum value of the Card, the remaining value of the Card (if any) to support food and travel expenses.
- If the total expenditure on training support, food, and travel exceeds the Card's maximum value, the learners must pay the difference in expenses to the vocational education institution.
If the total expenditure on training support, food, and travel expenses is less than the maximum value of the Card, the state budget must cover the difference.
- If a youth withdraws from school (does not continue to study until graduation) during the vocational training period, the vocational education institution shall make a record or issue a decision, and the young person shall be entitled to finalize training support expenses and food support from the day of school to the day that young person quits school.
