Regarding this issue, LawNet would like to answer as follows:
On January 30, 2024, the Minister of Health issued Decision 226/QD-BYT on Regulations on organization and operation of Health Sector Emulation Clusters and Blocks, taking effect on February 15, 2024.
- Emulation clusters and blocks operate on the principles of equality, self-discipline, self-responsibility, openness, fairness, transparency, solidarity, and development.
- Clusters and Blocks work in a collective manner, ensuring the principle of democratic centralism and majority decision-making; Issues with different opinions are discussed at the conference, or members' opinions are sought in writing.
- Organize the launch, signing of emulation contracts, and preliminary and final summaries of the emulation movement launched by the Ministry.
- Develop directions and tasks for organizing the emulation movement; develop targets, contents, and measures to deploy the emulation movement; and build new, typical advanced models in the Emulation Cluster and Block .
- Evaluate, assess, and honor collectives with outstanding achievements in the Cluster and Competitive Block in descending order, and report to the Emulation and Commendation Council for review and submission to the Ministry of Health for awarding commendations and rewards according to their authority or for submission to the competent authority for consideration and rewards.
- Launching the emulation movement of Emulation Clusters and Blocks:
Based on the plan to launch regular emulation movements and thematic emulation movements of the Ministry of Health; operational directions of the Emulation Clusters and Blocks were proposed at the conference summarizing the emulation and reward work of the Emulation Clusters and Blocks last year; Emulation Clusters and Blocks promulgated and organized the implementation of the Plan to launch the emulation movement and the Operation Plan of the Emulation Clusters and Blocks during the year with specific contents and criteria in accordance with the mission requirements of member units in the Cluster and Block.
- Summary of emulation of Emulation Clusters and Blocks:
+ Emulation summary of Emulation Clusters and Blocks is organized in the form of a conference. The Head of the Emulation Cluster and Block develops a plan to organize the annual emulation summary conference.
+ Emulation summary conference of Emulation Clusters and Blocks is organized to evaluate the results of implementing the annual emulation movement; Review and honor collectives with outstanding achievements and propose to award the "Government Emulation Flag" and "Ministry of Health Emulation Flag"; assign and accept the tasks of Head and Deputy Head of Emulation Clusters and Blocks; and organize the signing of emulation contracts for the following year's Emulation Clusters and Blocks.
- Review and honor the emulation titles of Emulation Clusters and Blocks:
+ On the basis of achievements, prescribed standards, and at the request of the Emulation and Commendation Council of units under Emulation Clusters and Blocks, the heads of units in Emulation Clusters and Blocks select typical and excellent collectives to present to Emulation Clusters and Blocks for voting, review, and honor.
+ Heads (or Deputy Heads authorized by the Head) of units that are members of Emulation Clusters and Blocks vote to review and honor the collectives in Emulation Clusters and Blocks.
+ Voting results are considered valid when all members with voting rights participate in the voting. The collective honored by the Emulation Cluster and Block is the collective with the highest number of votes. If there are 02 groups with the highest number of votes, the Cluster and Block Conference will consider and discuss the next vote.
+ Cluster and Block conferences elect vote-counting committees on the basis of majority voting.
