I. Well performing assigned socio-economic, national defense, security, social order and safety tasks

1. Ensuring social order and safety, fighting, preventing and combating crime and other violations of the law

2. Cooperation and association for socio-economic development

3. Carrying out local military and defense work well

II. Economic life is stable and gradually developing

1. Average income per capita is equal to or higher than the previous year

2. The multidimensional poverty rate is lower than the local average

3. The power line system ensures safety in the area

4. Organizing, managing, using for the right purpose, and operating effectively public works, schools, and medical stations

III. Cultural and spiritual life is healthy and rich

1. Percentage of villages and residential groups achieving the title of cultural village or residential group in the year

2. Cultural and sports institutions have guaranteed facilities and equipment; managed, used for the right purpose, operated regularly and effectively

3. Percentage of households practicing a civilized lifestyle in weddings, funerals, and festivals

4. Preserving and promoting historical - cultural values, landscapes and traditional forms of cultural activities and folk sports of the locality

IV. Safe, friendly environment, clean and beautiful landscape

1. Implementing measures to protect the environment, prevent and fight fire and explosion

2. Cemeteries and cremation facilities (if any) meet legal regulations and local planning

3. Percentage of households using clean water according to standards from the centralized water supply system

4. Landscape and space are green - clean - beautiful, safe; not allowing the backlog of domestic wastewater in concentrated residential areas

V. Complying with the Party's guidelines, policies and laws of the State

1. Propagating and organizing the strict implementation of the Party's guidelines, policies and laws of the State

2. Deploying online public services to serve people and businesses in accordance with regulations

3. Organizing the implementation of democratic regulations at the grassroots level; creating conditions for people to participate in monitoring the implementation of policies and laws of local governments
