Regarding this issue, LawNet would like to answer as follows:

On January 31, 2024, the Minister of Education and Training issued Decision 453/QD-BGDDT on the Plan to consolidate legal documents, legal codes of the legal system and update documents on the National Legal Database under the responsibility of the Ministry of Education and Training in 2024.

* Department of Legal Affairs

Preside and coordinate with relevant units under the Ministry to perform the following tasks:

- Codification of new (updated) legal regulations into the Education Headline (Title No. 01, Topic No. 13) and Higher Education Headline (Title No. 02, Topic No. 13) under the responsibility of the Ministry.

- Implement legal codes for components of legal regulations under the responsibility of the Ministry in topics where other agencies preside over the implementation of legal codes.

- Develop a report on the implementation of the Ministry's 2024 legal regulations system; unscheduled reports (when required).

- Proposal to handle conflicting, overlapping, or no longer appropriate legal regulations during the implementation of the legal code (if any).

- Comments on the draft plan, list of legal documents, and results of the codification of topics (not part of the state management functions or tasks of other units under the Ministry) sent by other ministries and branches for comments.

- Propagate and disseminate the results of the codification of Education and Higher Education in accordance with the Ministry's practical conditions.

- Estimated budget to ensure the codification of the legal system in the field of education in 2024; expenditure contents and expenditure norms as prescribed in Joint Circular 192/2013/TTLT-BTC-BTP and related regulations are sent to the Department of Planning and Finance for appraisal and synthesis into the Ministry's 2024 budget estimate.

* Departments, Bureaus, Inspectorates, Offices

- Chair and coordinate with relevant units to provide comments for the draft plan, list of legal documents, and draft results of the codification of topics related to the state management functions and tasks of their unit, sent by other ministries and branches for comments.

- Coordinate with the Legal Affairs Department to implement the legal documents related to the legal responsibilities of the Ministry, including the components of legal documents related to the functions and tasks of state management of our unit led by other ministries and sectors; ensure the proper sequence, procedures, techniques, and deadlines as stipulated. During the implementation process, if there are any obstacles or difficulties, promptly report them to the Legal Affairs Department for guidance.

The tasks and assignment of codification of the legal normative system of the Ministry of Education and Training in 2024 are as follows:
