According to Article 1 of Decision 23/QD-CTL-VP 2023, the Department of Dam and Reservoir Safety is an organization under the Department of Irrigation with the function of advising and assisting the Director of the Department in implementing state management in the field of safety of dams and irrigation reservoirs under the Department's management.
- Leadership of the Dam and Reservoir Safety Department has a Head and Deputy Heads appointed and dismissed by the Director according to the Ministry's decentralization and provisions of law.
+ The Head of the Department manages the Department's activities and is responsible before the Director and the law for all activities of the Department; Arrange civil servants in accordance with assigned tasks and job position plans approved by competent authorities;
+ Deputy Head of Department helps the Head of Department monitor and direct some aspects of work as assigned by the Head of Department; responsible to the Head of Department and the law for assigned tasks.
- Civil servants of the Department perform tasks as assigned by the Department Head and are responsible before the Department Head and the law for the results of performing assigned tasks.

The duties and powers of the Dam and Reservoir Safety Department are specified in Article 2 of Decision 23/QD-CTL-VP 2023, including:
- Preside, participate in the development and implementation of legal documents, policy mechanisms, programs, schemes, projects, standards, technical regulations, processes, and economic-technical norms within assigned functions and tasks.
- Lead and participate in building long-term, medium-term, and annual development strategies and plans; directives and documents guiding specialized fields and professional operations within assigned functions and tasks.
- Submit to the Director of the Irrigation Department:
+ Water reservoir operating procedures; protection plans and maintenance plans for dams and reservoirs managed by the Ministry;
+ Outline, inspection results, and decision on unexpected inspection of dams and water reservoirs managed by the Ministry; investment policy in maintenance, troubleshooting, upgrading, and modernization projects of dams and reservoirs under the management of the Department;
+ Draft report to the Prime Minister on the current safety status of dams and irrigation reservoirs according to regulations; Propose financial support for the implementation of contents on the safety management of dams and irrigation reservoirs from the central budget to localities;
+ Results of the safety assessment of dams and irrigation reservoirs, plans for storing water in reservoirs, and solutions to ensure the safety of dams and irrigation reservoirs managed by the Ministry;
- Preside and advise on natural disaster prevention and ensure the safety of dams and irrigation reservoirs.
- Take charge of guiding and inspecting the implementation of:
+ Legal regulations on safety management of dams and irrigation reservoirs; synthesize status reports and propose solutions to ensure safety of dams and irrigation reservoirs according to regulations; preparation and implementation of plans to respond to emergency situations; The work of building a multi-target integrated exploitation plan for the socio-economic development of dams and irrigation reservoirs;
+ Dam safety assessment, maintenance, troubleshooting, and upgrading to ensure the safety of dams and irrigation reservoirs; Evaluate the tasks and functions of water reservoirs, improve flood prevention and control capacity;
+ Specialized meteorological and hydrological monitoring, forecasting, and warning serving the direction and operation of irrigation reservoirs;
+ Solutions for maintenance, troubleshooting, and upgrading to ensure the safety of dams and irrigation reservoirs.
- Take charge of managing and monitoring the implementation of:
+ Regular, irregular, and periodic inspection of dams and reservoirs managed by the Ministry;
+ Specialized meteorological and hydrological monitoring and forecasting for water reservoirs managed by the Ministry;
+ Reservoir operation, inter-reservoir operation, dam protection, inspection, and safety inspection of dams and reservoirs managed by the Ministry;
+ Assess dam safety, water storage plans, and solutions to ensure the safety of dams and irrigation reservoirs managed by the Ministry;
+ Maintain, troubleshoot, upgrade, and modernize dams and reservoirs managed by the Ministry;
+ Issuing, re-issuing, extending, adjusting, suspending, and revoking licenses for activities within the protection scope of dams and irrigation reservoirs under the authority of the Ministry according to the provisions of law.
- Manage and organize the implementation of programs, projects, and projects to repair, upgrade, and modernize dams and irrigation reservoirs:
+ Take charge of managing and organizing the implementation of programs and projects to ensure water reservoir safety and projects to repair and upgrade dams and irrigation reservoirs under the management of the Department;
+ Manage investment and construction of maintenance, upgrading, and modernization projects of dams and irrigation reservoirs under the management of the Division.

- Participate in performing the task of ensuring water source security within the functions and tasks of the Department and as assigned by the Director.
- Propose plans and lists and preside over organizing the implementation of basic investigation tasks in areas within the functions and tasks of the Department according to the regulations and assignments of the Director.
- Perform statistical work and manage specialized databases within the functions and tasks of the Department and as assigned by the Director.
- Propose programs, plans, and instructions; check and organize the implementation of training, education, training, information, communication, science and technology, and international cooperation within the functions and tasks of the Department and as assigned by the Director.
- Participate in organizing seminars, conferences, and meetings as assigned by the Director.
- Update and provide information and data according to assigned functions and tasks to serve the agency's information and communication work under the direction of the Director.
- Implement administrative reform contents according to the Department's administrative reform programs, plans, and projects; perform digital transformation; resolve complaints and denunciations; prevent corruption and negative thrift practices; and combat waste fall within the scope of the Department's management.
- Develop and submit to the Director the job positions, structure, and number of civil servants; manage civil servants, records, assets, and other assigned resources according to the provisions of law.
- Perform other tasks as assigned by the Director.
