Below is the notable content in the Regulation on Unexpected Commendation in the People's Court of Vietnam issued together with Decision 170/QD-TANDTC-TDKT on June 21, 2021.
Objects and forms of unexpected commendation within the People's Court of Vietnam (Illustration)
Specifically, unexpected commendation are rewards for collectives and individuals that make extraordinary achievements in their work in Vietnam.
Objects of unexpected commendation in Vietnam include:
- State-level commendation:
+ Individuals working in the People's Court.
+ Collective units of Department level and equivalent under the Supreme People's Court, People's Courts at all levels.
- Commendation of the People's Court:
+ Individuals working in the People's Court.
+ Collective units of Departments, Divisions and the equivalent under the Supreme People's Court, People's Court and Military Courts at all levels.
+ Collectives and individuals outside the People's Court.
Forms of unexpected commendation in Vietnam include:
- State-level commendation.
- Commendation of the People's Court:
+ Certificate of Merit from the Judge of the Supreme People's Court.
+ Certificate of Commendation from the Head of a Competent Agency or Unit.
Note, the proposal for unexpected commendation is made according to the following 5 principles in Vietnam:
(1) The unexpected commendation must be considered in accordance with the Law on Emulation and Commendation, the documents guiding its implementation, and this Regulation.
(2) The form and level of unexpected commendation must be consistent with the achievements.
(3) Recognize grassroots units, small collectives, civil servants, public employees, and direct workers.
If there are many individuals who meet the same criteria and conditions for commendation, priority shall be given to those who do not hold positions or hold lower positions.
(4) Only propose considering and rewarding when successfully completing an extraordinary task while also successfully completing the task in the individual, unit, or agency's annual plan for performing regular tasks.
(5) For case or task involves many groups or individuals belonging to many agencies and units (including collectives and individuals outside the People's Court), after completing the task, the unit assigned to assume the prime responsibility for performing the task proposes to organize the review and evaluation of the performance results, propose rewards to the collectives and individuals that have made outstanding achievements, and send the dossier to the Standing Committee of the Emulation-Reward Council of the agency or unit for appraisal and recommendation for commendation according to regulations.
Decision 170/QD-TANDTC-TDKT takes effect from June 21, 201.
