- The driver of the vehicle transporting dangerous goods must ensure they meet the conditions for operating the vehicle and have been trained and certified upon completing the dangerous goods safety training program according to the regulations in Decree 34/2024/ND-CP.
- Escorts, warehouse staff, and loaders of dangerous goods must be trained in safety and certified for completing the safety training program specific to the type of dangerous goods they escort, load, or store.

Article 10 of Decree 34/2024/ND-CP provides conditions for vehicles transporting dangerous goods as follows:
- The transport vehicle must meet the traffic participation conditions as prescribed by law. The specialized equipment of the dangerous goods transport vehicle must comply with national standards or technical regulations or as prescribed by the relevant ministry.
- dangerous goods transport vehicles must be marked with dangerous goods signs. If a vehicle contains multiple types of dangerous goods, it must display all the required signs for those goods. The signs should be placed on both sides, at the front, and the rear of the vehicle to ensure they are easily visible and identifiable.
- After unloading all dangerous goods, if the vehicle is not continuing to transport the same type of dangerous goods, it must be cleaned and the hazardous signs removed or erased. The transport unit and the vehicle operator are responsible for cleaning and removing the hazardous signs from the vehicle when it is no longer transporting dangerous goods.
Article 11 of Decree 34/2024/ND-CP provides regulations on loading and unloading dangerous goods on vehicles and in storage as follows:
- Organizations and individuals involved in loading and unloading dangerous goods on transport vehicles and in storage must follow the instructions for preserving, loading, unloading, and transporting each type of dangerous goods or as notified by the transport hirer.
- The loading and unloading of dangerous goods must be directly supervised and guided by warehouse staff, the transport hirer, or the escort. Do not load together types of goods that can react with each other to increase the level of danger in the same vehicle. For types or groups of dangerous goods required to be loaded, unloaded, and stored separately, loading and unloading must take place in designated warehouse or terminal areas.
- In cases where the transport of dangerous goods does not require an escort, the transporter must load and unload the goods according to the instructions of the transport hirer.
- After removing all dangerous goods from storage, the storage area must be cleaned to ensure no impact on other goods.
Article 12 of Decree 34/2024/ND-CP provides regulations on transporting dangerous goods that are flammable or explosive through tunnels and ferries as follows:
- It is prohibited to transport explosives, gas, gasoline, oil, and other flammable or explosive materials, or self-reactive substances through tunnels longer than 100 meters.
- It is prohibited to simultaneously transport passengers (traffic participants or travelers) and vehicles (authorized to transport dangerous goods) carrying explosives, gas, gasoline, oil, and other flammable or explosive materials on the same ferry trip.
