Organizational structure of the Ministry of Home Affairs of Vietnam from March 1, 2025

According to Article 3 of Decree 25/2025/ND-CP, the organizational structure of the Ministry of Home Affairs is stipulated as follows:

The following units are administrative organizations assisting the Minister in implementing state management functions:

- Department of Organization - Staffing.

- Department of Local Government.

- Department of Officials - Public Employees.

- Department of Non-Governmental Organization.

- Department of Administrative Reform.

- Department of Youth Affairs and Gender Equality.

- Department of International Cooperation.

- Department of Personnel Organization.

- Department of Legal Affairs.

- Department of Planning - Finance.

- Ministry's Inspectorate.

- Ministry's Office.

- Department of State Document Filing and Archival.

- Department of Salaries and Social Insurance.

- Department of Employment.

- Department of Overseas Labor Management.

- Department of Persons with Merits.

- National Emulation and Commendation Board.

The following units are public service providers, serving the state management functions of the Ministry:

- Information Technology Center.

- Institute of State Organization and Labor Science.

- Journal of State Organization and Labor.

- Dan Tri Newspaper.

The Minister of the Ministry of Home Affairs issues decisions on the functions, tasks, powers, and organizational structure of the units under the ministry; submitting to the Prime Minister of the Government of Vietnam for decisions on the list of other public service providers under the ministry as prescribed.

Some agencies are no longer included in the organizational structure​

Some units according to Article 3 of Decree 62/2022/ND-CP are no longer listed in the organizational structure of the Ministry of Home Affairs according to Article 3 of Decree 25/2025/ND-CP:

- Department of Salaries. (Merged with the Department of Social Insurance under the Ministry of Labor – War Invalids and Social Affairs to form the Department of Salaries and Social Insurance)

- Department of Youth Affairs. (Merged with the Department of Gender Equality of the Ministry of Labor – War Invalids and Social Affairs to form the Department of Youth Affairs and Gender Equality)

- Government of Vietnam's Religious Affairs Committee.

- Institute of State Organization Science.

- Journal of State Organization. (Merged with the Journal of Labor and Social Affairs under the Ministry of Labor – War Invalids and Social Affairs to form the Journal of State Organization and Labor)

- Information Center.

Some units according to Article 3 of Decree 63/2022/ND-CP, are no longer listed in the organizational structure of the Ministry of Home Affairs according to Article 3 of Decree 25/2025/ND-CP:

- Department of Social Insurance. (Merged with the Department of Salaries to form the Department of Salaries and Social Insurance).

- Department of Gender Equality. (Merged with the Department of Youth Affairs to form the Department of Youth Affairs and Gender Equality).

- Department of Labor Relations and Salaries.

- Department of Labor Safety.

- Department of Social Protection.

- Department of Children.

- Department of Social Issue Prevention and Control.

- General Department of Vocational Education.

- Institute of Labor and Social Science.

Tasks and powers of the Ministry of Home Affairs of Vietnam from March 1, 2025

According to Article 2 of Decree 25/2025/ND-CP, the tasks and powers of the Ministry of Home Affairs are stipulated as follows:

(1) Submit to the Government of Vietnam bills, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the Standing Committee of the National Assembly, draft decrees, resolutions of the Government of Vietnam according to the annual legislative program and plan approved by the ministry and projects, proposals, programs, resolutions as assigned by the Government of Vietnam, Prime Minister of the Government of Vietnam; submit to the Government of Vietnam, Prime Minister of the Government of Vietnam strategies, planning, long-term, medium-term, annual development plans, and important national projects in the sectors and domains under the state management scope of the ministry.

(2) Submit to the Prime Minister of the Government of Vietnam draft decisions, directives, national target programs, national programs, national action plans, and other documents in sectors and domains under the state management scope of the ministry or as assigned.

(3) Issue circulars, decisions, directives, and other documents within the state management scope of the ministry.

(4) Direct, guide, and organize the implementation of functions, tasks, legal normative documents, strategies, planning, plans, national target programs, national programs, national action plans, and important national projects that have been issued or approved; information, propaganda, dissemination, legal education in sectors and fields under the state management scope of the ministry.

(5) Implement state administrative and career organization.

(6) Implement policies regarding local government.

(7) Implement policies on administrative unit boundaries and classification.

(8) Manage staffing.

(9) Implement policies on officials and public employees and public service.

(10) Implement state administrative reform.

(11) Implement labor sector policies, salaries, and social insurance.

(12) Implement employment sector policies.

(13) Implement policies on Vietnamese workers working abroad under contracts.

(14) Implement policies on occupational safety and hygiene.

(15) Implement policies regarding associations, social funds, charity funds, and non-governmental organizations.

(16) Implement policies on persons with merits.

(17) Implement policies on youth.

(18) Implement democracy and public mobilization work.

(19) Implement gender equality policies.

(20) Implement document filing and state archival work.

(21) Implement emulation, commendation.

(22) Implement international cooperation.

(23) Implement public service delivery.

(24) Organize training and retraining for officials and public employees and, as per social needs, in the sectors and fields assigned to manage as prescribed by law.

(25) Organize, direct, and implement scientific research and the application of research results; information, communication; technology and data information application; digital transformation and specialized data management serving the state management function of the ministry.

(26) Manage organizational apparatus; job positions, official staffing, workforce in public service providers, and workforce according to contract labor policies of the ministry. Recruit, use, and manage officials and public employees, and workers according to regulations and decentralization of competent authorities.

(27) Manage finances and assets assigned and organize the implementation of allocated budgets according to legal provisions.

(28) Summarize, statistically, preliminarily review, summarize, evaluate, report to the Government of Vietnam, Prime Minister of the Government of Vietnam, and competent authorities on the situation and results of implementing state management functions and tasks of the ministry in accordance with laws or as assigned, requested by competent authorities; build and manage the ministry's database and statistical information system.

(29) Preside, cooperate with ministries and central authorities, relevant agencies to resolve recommendations from organizations and units as assigned by the Government of Vietnam, Prime Minister of the Government of Vietnam.

(30) Inspect, check the implementation of functions, tasks, powers, and the implementation of policies and laws in sectors and fields under the state management scope of the ministry according to legal provisions. Implement anti-corruption, negative practices control; prevent crime, practice thrift, and combat wastefulness; handle public complaints, resolve grievances, petitions, reflect on issues within the scope of state management of the ministry according to legal provisions. Handle violations or report to competent authorities for handling violations in sectors and fields under the state management scope of the ministry in accordance with legal provisions.
