Organizational structure of the Ministry of Education and Training of Vietnam from March 1, 2025

According to Article 3 of Decree 37/2025/ND-CP, the organizational structure of the Ministry of Education and Training is stipulated as follows:

The following units assist the Minister in carrying out the function of state management:

- Department of Preschool Education.

- Department of General Education.

- Department of Higher Education.

- Department of National Defense and Security Education.

- Department of Students Affairs.

- Department of Legal Affairs.

- Department of Organization and Personnel.

- Department of Planning and Finance.

- Office.

- Inspectorate.

- Department of Teachers and Educational Administrators.

- Department of Quality Management.

- Department of Science, Technology, and Information.

- Department of International Cooperation.

- Department of Vocational and Continuing Education.

The following units are public service providers, serving the management function of the Ministry:

- Education and Times Newspaper.

- Education Journal.

- Vietnam Institute of Educational Sciences.

The Minister of Education and Training will present to the Prime Minister of the Government of Vietnam a list of other public service providers under the ministry.

Some agencies are no longer listed in the organizational structure of the Ministry of Education and Training of Vietnam

According to Article 3 of Decree 86/2022/ND-CP, some units are no longer listed in the organizational structure of the Ministry of Education and Training as per Article 3 of Decree 37/2025/ND-CP, including:

- Department of Primary Education. (Merged into the Department of General Education)

- Department of Secondary Education. (Merged into the Department of General Education)

- Department of Physical Education.

- Department of Ethnic Education.

- Department of Continuing Education. (Renamed to Department of Vocational and Continuing Education)

- Department of Political Education and Student Affairs.

- Department of Facilities.

- Department of Science, Technology, and Environment.

- Information Technology Department. (Merged into the Department of Science, Technology, and Information)

Duties and Powers of the Ministry of Education and Training

According to Article 2 of Decree 37/2025/ND-CP, the duties and powers of the Ministry of Education and Training are stipulated as follows:

(1) Implement policies on law; on strategy, planning, schemes; on objectives, programs, education content; on state management of the Vietnamese language and ethnic languages; on textbooks, teaching materials, documents; on exams, assessments, admissions, training, and diplomas, certificates; on teachers and educational administrators; on management and support of learners; on management of facilities and school equipment; on management of finance, assets, and public investment; on ensuring education quality; on education quality accreditation; on education in the online environment, science activities, technology, information, environmental education, and digital transformation in education; on vocational skills development; on management of educational and training institutions; on international cooperation; on educational competition and commendation; on public services; on inspection and audit.

(2) Decide and direct the implementation of the ministry's administrative reform program according to the objectives and content of the state administrative reform program approved by the Government of Vietnam and the Prime Minister of the Government of Vietnam.

(3) Implement state management for associations and non-governmental organizations related to the ministry's management sectors and fields according to law provisions.

(4) Manage the organizational apparatus; job positions, official personnel quotas, and official ranks structure; job positions, the number of employees, and public employee structure by professional titles; the number of laborers according to labor contract policies under the ministry’s management authority. Decide and decentralize the authority to decide on the recruitment, use, and management of officials and public employees, workers under the ministry as per Communist Party and law provisions; decide on the arrangement of staff for specialized party and union work; training, retraining, professional training, and implementing other policies for officials and public employees under the state management of the ministry as per law provisions. Implement specific measures to strengthen discipline, administrative order for officials and public employees, and workers under the ministry; practice thrift, fight against waste, corruption, negativity, bureaucracy, mandarinism, and oppression in ministries, units under the ministry's management authority.

(5) Carry out other tasks and powers assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam, or as prescribed by law.

The above details the changes in the organizational structure of the Ministry of Education and Training.
