Position and function of the Ministry of Education and Training of Vietnam from March 1, 2025

The Ministry of Education and Training of Vietnam is an agency of the Government of Vietnam, performing the function of state management over preschool education, general education, vocational education, higher education, continuing education; skills development; state management of the Vietnamese language and ethnic languages; and state management of public services within the scope of the ministry's state management.

The Ministry of Education and Training has the duties and powers over the objectives, programs, and educational content as follows:

- Guide and organize the implementation of educational objectives suitable for educational levels and training grades of the national education system;

- Issue the preschool education program; prescribe standards and processes for compiling and editing the preschool education program; set forth duties, powers, operation methods, standards, quantity, and structure of members of the National Council for Appraisal of the Preschool Education Program;

- Issue the general education program; prescribe standards and processes for compiling and editing the general education program; set forth duties, powers, operation methods, standards, quantity, and structure of members of the National Council for Appraisal of the General Education Program; regulate the teaching of upper secondary cultural knowledge volume in vocational education institutions;

- Prescribe the program, content, organization for implementing the national defense and security education program for learners at high schools, higher education institutions, and vocational education institutions;

- Prescribe the continuing education program;

- Prescribe the development, appraisal, and issuance of training programs and the list of fields and professions at higher education and vocational education levels; prescribe other vocational training programs according to the provisions of vocational education law;

- Issue the pre-university training program;

- Provide guidance on building a learning society and developing lifelong learning promotion policies.

Decree 37/2025/ND-CP comes into effect on March 1, 2025, replacing Decree 86/2022/ND-CP.
