1. Organizations eligible to offer continuing education program in Vietnam

In Article 6 of Circular 43/2015/TT-BLDTBXH (amended by Article 2 of Circular 34/2018/TT-BLDTBXH) the Organizations eligible to offer continuing education program are stipulated as follows:

- For vocational education institutions, enterprises with a certificate of registration for vocational education activities

+ For occupations listed in the certificate of registration for vocational education activities that have organized formal vocational training and have at least one graduating class.

+ For occupations not listed in the certificate of registration for vocational education activities, implementation follows the regulations in points b, c, and d, clause 2, Article 6 of Circular 43/2015/TT-BLDTBXH.

- For businesses, other organizations, and individuals without a certificate of registration for vocational education activities

+ Engaged in organizing production and business of products, sectors, and occupations expected to open vocational training classes;

+ Have programs, curricula, and training materials for each occupation, constructed and approved according to the provisions of Articles 4 and 5 of Circular 43/2015/TT-BLDTBXH;

+ Have trainers who are educators; scientists, engineers, technical specialists; individuals with a National Level 1 vocational skill certificate or certification of skill level 3/7, 2/6 or higher, provincial-level artisans, craft village artisans, proficient farmers at district level, persons who have been directly practicing their trade for 5 years or more and have a teaching skills certificate to directly teach the vocational courses;

+ Possess facilities, equipment, and training means suitable for the occupation to be trained and according to the number of learners and training duration.

2. Regulations on continuing education program admission in Vietnam

- Admission criteria: Individuals aged 15 (fifteen) years and older, with appropriate educational level and health for the occupation intended to be learned. For special occupations in the list issued by the Ministry of Culture, Sports, and Tourism, upon agreement with the Ministry of Labor, Invalids, and Social Affairs, enrollment may be allowed for individuals under 15 (fifteen) years of age.

In the case of learning a trade or apprenticeship to work for an employer, the individual must be 14 (fourteen) years old and have sufficient health suitable for the requirements of the occupation.

- Admission form: Admission is conducted through selection and can be carried out multiple times within the year.

- Admission documents and procedures are defined by the head of the training institution.

3. Latest regulations on time and plan for continuing education program in Vietnam

Based on Article 9 of Circular 43/2015/TT-BLDTBXH, regulations on time and plan for continuing education program are as follows:

- The training time for continuing education program programs stipulated in this Circular is implemented as required by each training program, including: actual time for occupational knowledge, soft skills; actual time for occupational practice; time for assessments before, during, and at the end of the course; wherein the actual time for occupational practice accounts for at least 80% of the total course duration.

- The schedule for actual training sessions is flexibly arranged during the day; within the week (on working days, Saturdays, Sundays, holidays) as required by learners and detailed in the training plan for each course, class.

- The maximum learning time per session is 05 (five) hours and the daily learning time is limited to 08 (eight) hours.

- The training plan for each course, class is flexibly built, suitable for the learners' profiles, regional characteristics, and must ensure the implementation of the training program's content. The content of the training plan follows the format sample stipulated in Appendix 4 issued with Circular 43/2015/TT-BLDTBXH.
