1. Measures for detecting violations of road traffic order and safety regulations in Vietnam

According to Article 67 of the Law on Traffic Order and Road Safety 2024, the measures for detecting violations of road traffic order and safety regulations in Vietnam are as follows:

- Operating and using surveillance systems to ensure security, order, and road traffic safety; camera systems on traffic routes, in urban areas; technical facilities and devices for inspecting, checking the weight of motor vehicles.

- Utilizing means and technical equipment, smart devices to assist in commanding, controlling road traffic.

- Extracting data from journey monitoring devices, devices that record images of drivers; receiving data collected from facilities controlling vehicle weight.

- Exploiting and using information within the Database on Traffic Order and Road Safety.

- Direct observation, inspection, control, and cross-checking by officers performing duties.

- Receiving and processing notifications, reports, reflections, proposals, recommendations, data collected from vehicles, technical equipment of agencies, organizations, individuals as per the Government of Vietnam regulations.

- Other measures as stipulated by law.

2. State policies on traffic order and road safety in Vietnam

State policies on traffic order and road safety in Vietnam according to Article 4 of the Law on Traffic Order and Road Safety 2024 are as follows:

- Ensuring state budget, physical facilities, modern vehicles, and equipment, enhancing the capacity of forces directly ensuring road traffic order and safety. Mobilizing and utilizing resources to ensure road traffic order and safety. Allocating funds collected from administrative fines on traffic order and road safety violations and auctioned vehicle registration plates into the state budget to bolster and modernize facilities, vehicles, equipment, ensuring security, order, and traffic safety as per the Government of Vietnam regulations.

- Modernizing traffic command centers; ensuring connection and sharing of the Database on Traffic Order and Road Safety among relevant state agencies.

- Facilitating domestic and foreign agencies, organizations, individuals to conduct research, applications, and transfer of science and technology in the work of ensuring road traffic order and safety, investing in, constructing, transferring surveillance systems, vehicles, equipment serving the work of ensuring road traffic order and safety; encouraging agencies, organizations, individuals to voluntarily participate in coordination to ensure road traffic order and safety in accordance with the law, providing information, documents serving the work of ensuring road traffic order and safety and handling legal violations of road traffic order and safety.

- Ensuring equality, fairness, and safety for road traffic participants; facilitating children, pregnant women, the elderly, and people with disabilities in road traffic participation; building traffic culture; educating, disseminating, enhancing legal knowledge about road traffic for children, students to form and raise self-protection awareness and voluntary law compliance when participating in road traffic.

- Agencies, organizations, individuals participating in coordination, collaboration, support, assisting state agencies to perform tasks ensuring road traffic order and safety that achieve merits will be rewarded, those suffering asset damages will be compensated; those whose honor and dignity are harmed will be restored; those injured, harmed in health, life will themselves, their families benefit from policies as per the law.

- Developing road transport means in sync with the development of road infrastructure, economic-social conditions, and the travel needs of people; importing, producing, assembling road vehicles ensuring technical safety quality and environmental protection, in line with global technological trends for transportation vehicles; prioritizing the development of public transport means, restricting the use of personal transportation in large urban areas; giving priority to converting from fossil fuel vehicles to electric, green energy, environmentally friendly vehicles, and clean energy supply infrastructure.
