Specifically, according to Article 6 of Circular 22/2022/TT-BGDDT, the salary ranking of professional titles of educational officers is carried out as follows:
(1) Officials appointed to the professional position of educational officer code V.07.07.21 prescribed in Circular 22/2022/TT-BGDDT are eligible to apply the A0 public employee salary table in Table 3 (professional and professional salary schedule for officials and employees in state public service units) issued together with Decree 204/2004/ND-CP.
(2) Salary transfer for cases when recruiting or appointing to the position of educational officers who are civil servants or other specialized employees is carried out as follows:
- In case the salaries of civil servants and public employees are graded A0 according to table 2 (professional salary table for officials and civil servants in state agencies) or table 3 (professional and professional salary schedule for officials and employees in public service units of the State) issued together with Decree 204/2004/ND-CP., the salaries of public employees are classified as A0;
- In case the salary of civil servants and public employees is ranked A1 or higher or class B, the salary will be reclassified according to the instructions in Clause 1 of Section II of Circular 02/2007/TT-BNV.
According to Clause 1 of Article 3 of Circular 22/2022/TT-BGDDT, educational officers are responsible for performing the following tasks:
- Plan and implement the school's annual educational work; Report periodically and regularly according to regulations;
- Manage and monitor the school's records and book system related to students;
- Coordinate the implementation of enrollment work and assigned tasks related to exams, testing, and student evaluation;
- Coordinate with teachers and school staff to manage and monitor students daily; synthesize students' learning and training results;
- Complete training programs; self-study and self-training to improve professional capacity;
- Perform other tasks assigned by the principal.
The appointment of the professional title of educational officer code V.07.07.21 is carried out in accordance with the provisions of Article 5 of Circular 22/2022/TT-BGDDT, specifically as follows:
- Officials who are doing teaching work but have not been appointed according to the provisions of Circular 07/2019/TT-BGDDT when meeting the standards for professional teaching titles prescribed in Circular 22/2022/TT-BGDDT.
- In case of being recruited as an educational officer after the effective date of Circular 22/2022/TT-BGDDT and meeting the probationary requirements according to regulations.
The standards for educational officers are specified in Clauses 2, 3, 4 of Article 3 of Circular 22/2022/TT-BGDDT, specifically as follows:
- Comply with the Party's policies and guidelines, the State's policies and laws, and industry regulations;
- Honest, objective, conscious of cultivating ethics, and upholding a sense of responsibility. Preserve the quality, honor, and reputation of officials and employees; unite and help colleagues and students;
- Perform tasks in accordance with regulations and provisions of law.
- Have a college diploma or higher in pedagogy (or have a college diploma or higher in other majors suitable to the teaching position);
- Complete the training program according to the standards of professional titles of educational officers according to regulations.
- Understand and know how to apply the Party's policies and guidelines, State policies and laws, industry regulations, and requirements for educational levels in the field of work;
- Effectively implement the school's educational plans and programs;
- Have the ability to organize and manage students to effectively perform the duties of an educational officer;
- Be able to coordinate and communicate well with colleagues; advise and support students and parents in performing tasks;
- Be able to apply information technology in professional activities.
