Below are the procedures for revoking certificates of digital signatures for public service use in Vietnam in accordance with Decree 68/2024/ND-CP.

1. Cases for revocation of certificates of digital signatures for public service use in Vietnam​

The cases for revocation of certificates of digital signatures for public service use in Vietnam​ according to Article 17 of Decree 68/2024/ND-CP are as follows:

- For all types of digital signature certificates for public service use:

+ The digital signature certificate for public service use has expired;

+ Upon written request from the subscriber and with confirmation from the directly managing agency or organization in cases such as: secret key disclosed or suspected to be disclosed; secret key storage device is damaged, lost, or other unsafe cases;

+ Upon written request from a legal agency, police agency;

+ Upon written request from the directly managing agency or organization.

- For individual digital signature certificates for public service use:

+ Cases prescribed in Clause 1, Article 17 of Decree 68/2024/ND-CP;

+ The individual changes job positions and the information about the new job position does not match the information in the digital signature certificate for public service use;

+ The individual retires, resigns, or passes away.

- For institutional digital signature certificates for public service use:

+ Cases prescribed in Clause 1, Article 17 of Decree 68/2024/ND-CP;

+ The agency or organization is dissolved, divided, or merged.

- For digital signature certificates for public service use of devices, services, software:

+ Cases prescribed in Clause 1, Article 17 of Decree 68/2024/ND-CP;

+ The device, service, or software ceases operation.

2. Procedures for revoking certificates of digital signatures for public service use in Vietnam

The procedures for revoking certificates of digital signatures for public service use in Vietnam according to Article 19 of Decree 68/2024/ND-CP are as follows:

- The file for revocation of digital signature certificate for public service use includes one of the following documents:

+ A document proposing the revocation of the digital signature certificate for public service use from the directly managing agency or organization;

+ A document proposing the revocation of the digital signature certificate for public service use from a legal agency or police agency.

- Sequence and procedure for revocation of a digital signature certificate for public service use:

+ The directly managing agency or organization issues a document proposing the revocation of the digital signature certificate for public service use according to Form No. 05 in the Appendix attached to Decree 68/2024/ND-CP sent to the Digital Signature Certificate Service Provider for public service use;

+ Within 01 working day from the date of receipt of the proposal to revoke the digital signature certificate for public service use, the Digital Signature Certificate Service Provider for public service use must render the digital signature certificate for public service use invalid and announce the revocation on the service provider's website; simultaneously, issue a written notice to the directly managing agency or organization.

3. Authority to propose the revocation of certificates of digital signatures for public service use in Vietnam

The authority to propose the revocation of certificates of digital signatures for public service use in Vietnam according to Article 18 of Decree 68/2024/ND-CP is as follows:

- The Digital Signature Certificate Service Provider for public service use automatically revokes the digital signature certificate for public service use when the certificate expires.

- In all cases for revocation of digital signature certificates for public service use that are not due to expiration, the directly managing agency or organization must promptly issue a written proposal to revoke the certificate sent to the Digital Signature Certificate Service Provider for public service use.

- In the case where the subscriber is an individual who retires, resigns, moves to another agency, or passes away; the directly managing agency or organization of the subscriber is authorized to propose the revocation of the digital signature certificate for public service use sent to the Digital Signature Certificate Service Provider for public service use.

- In the case where the subscriber is an organization that is dissolved, divided, or merged; the directly managing agency or organization of that entity is authorized to propose the revocation of the digital signature certificate for public service use sent to the Digital Signature Certificate Service Provider for public service use.

- The legal agency or police agency.

- The proposal to revoke the digital signature certificate for public service use sent to the Digital Signature Certificate Service Provider for public service use must be made as swiftly as possible in writing.
